Why have +80% Arp for PVE?

1) I start with the base assumption that 100% passive arp = your attacks are dealt as if the target has 0 armour. Is this correct?
it says "up to" on the tooltip, and if im not mistaken, i have seen posts by devs saying that you can not lower armor to 0.
2) In PVE you would be attacking a boss that has 20% less armour from sunders applied, why, therefore, should anyone go beyond 80% arp?
20% less armor doesnt mean you only need 80%... whats after sundering is still 100% from a personal perspective. that in turn means that reaching the cap is better.
your attacks remove a percentage of the bosses armor. if he has 8000 or 10000 is irrelevant - youre removing a percentage of that.
example (with easy numbers):
boss has 10000 armor
sunder removes 20%
boss now has 8000 armor
arp removes x% from that armor
3) For an arms warrior in battle stance (16%) using mace specialisation (15%) (and 2 piece T9 ) would it not then be enough to simply hit 49% arp on gear, assuming a sundered boss?
not according to above.

I think arp is way overrated. My dps is not lower as arms, than other arms warriors. I stack strength instead and maybe i do like 200 less dps at the most than a similarily geared grimtoll-toting arp stacker, not a big deal.
besides, ignoring that stat (thinking any arp on gear is just a bonus) saves a lot of math you have to do. And who likes math? Not me. getting to 8% hit, 26 or 18 expertise is all my brain can handle.

almost all fury and arms warriors that are doing top dps are arp hardcapped.(or real close since the cap is really like 96%)
Its a odd balance the more str you have the better arp is.

There will drop an awsome mace from the new wing(from the San'lyan or w/e they're called), arpen/hit itemisation with 2 gem slots. Can't wait.
you're still likely to be better off with axe spec, unless the new mace is incredible. the main problem with
mace spec
is it's a static 15% armorpen increase - no scaling of any kind (even sword spec scales somewhat with gear).
poleaxe spec
is 5% more crit +
5% more crit damage
. it's the 2nd part that really makes it so hard to beat.
