You could level without spending any of your talent points, so I'm sure you could level as holy.
If you're asking could you do dps in dungeons then not really. You could be carried through dungeons on your way to 80 if you felt like being a burden, though.

Bad Idea. If you want to heal, go holy, to dps, go ret. Holy can basicly do nothing to dps except exorcism, judge, and autoattack, and after level 40 holy shock. This is very poor dps and (after level 40) is only half of what a genuine dps can do (while before level 40 you do totally negligible dps)(and should only be attempted for small amounts of questing).

I made my pally right at the start of BC, from levels 10-70 it was all holy haha, having never played a paladin since I was always horde, I figured if i just spec into holy and wear dps gear ill be unstoppable, well this was true but damn did it take awhile haha. what did I do when I healed instances? I usually had a heal set that was mixture of every type of armor plate helm, cloth chest, leather legs, mail boots was a mess haha. It wasnt till alittle after wotlk released i tryed leveling in plate SP gear, worked out nicely but still took forever. so I leveled from 10-80 as holy, I would say dont do it for the sake of your insanity.
