The badge cloak is best in slot, until the heroic mode icc comes. Unless you have the tribute cloak from togc.
Maxdps is bad for warriors. I dont use rawr, i use landsoul's spreadsheet, but rawr would be my second choice.

MaxDPS takes your current gear and assigns values to all of the stats. For example, if in your current gear you have 263 hit rating and 26 expertise, MaxDPS will make Hit and Expertise worth 0 points. Therefore it will rate items with Hit and Expertise WAY lower than other items. This becomes a problem if you are looking to replace a cloak that has hit rating on it.
Rawr is loaded with your current gear, so it knows what you are wearing and how upgrades will change those pieces. If you go to the "cloak" page in Rawr, it knows what your current cloak is, and when it suggests other cloaks it know to unequip your current cloak when giving other cloak options.
If you use MaxDPS you have to use your brain also. It might suggest you equip XXX cloak as an upgrade, but as soon as you equip that it drops your hit rating down to 5% and now a different cloak would be better. Rawr is more complicated, but if you know how to manipulate the settings the program will spit out exact gear upgrades, taking the item replacement into consideration.
I don't bother loading up Rawr and messing with it. I'd rather use my head. I use MaxDPS as a nice all-in-one place that lists gear based on slots. I can load my character and then manually adjust Hit or Expertise in order to certain items up or down on the list.
The only issue with MaxDPS is its treatment of those Hit/Expertise caps. Otherwise I'm pretty confident in their combat modeling and their stat weightings.

Just look at gear. Do people really have to have websites tell them how to compare to =items.
This is a database site bring them both up and compare.
Strength cloak: 190 ap (scales with kings, talents to more) agi cloak: 105 ap(doesnt scale)
strength cloak : 45 exp agi cloak: 60 crit rating + 90 agi providing more crit
strength cloak : 13 more armor pen
now simply think and compare is the extra 100 ap and exp more valuable (strength cloak)
or is the crit rating more important. This will depend on your gear and spec. Strength gets a higher modifier in fury and fury requires more expertise.
I would like to conclude by saying its not that hard to look and think. No one can answer this for sure without seeing your current gear though.
You don't need it but if you want to be the best your gonna want to use it.
I like rawr for the reason you can get your max dps and can even change variables like target switches time on target that kind of stuff to get a more accurate number. Also a cool feature is that you can see how much dps each buff gives you (very good raidleader tool for helping to get a balanced raid grp setup)
