Unfortunately there's not much you can do about it at this point.
One thing you could try is to make a text macro and simply inform your random pugs that you are relatively low level geared and they should give you a few seconds before starting to DPS or at least start attacking your main target.
If this doesn't work but the group can still handle the situation, just go along with it.
You may even have to deal with crap from some players that have forgotten that there are toons that have just started their new spec and as such don't have a fantastic gear score.
Just suck it up, keep farming random heroics for triumph emblems and buy T9 gear (and slowly T10 gear as you gather emblems of frost).
Your main concern about holding aggro should be the weapon. The better the weapon, the easier it will be to generate high TPS, since virtually almost all of your damage in forms is based on your AP (and the differences are pretty significant, for instance a lvl 200 epic weapon will grant ~1850 FAP, while a lvl 226 weapon will give you ~2350 FAP; the 500 extra AP is equivalent to ~90 more 'paw' damage in Bear Form).
Also keep in mind that while other tanks may have certain talents that increase their critical hit chance on certain abilities, Bears are a different kind of tanks: we rely on our naturally high critical hit chance that comes from wearing leather gear (which gives agility and often crit rating). The better your gear gets, the more crit you'll have. Such high crit will greatly boost your TPS (for instance I get ~42% crit in my dedicated tank gear unbuffed and ~60% crit if I tank in my DPS gear).
Bottom line is that beginner tanks have it hard these days when many DPS they will encounter are wearing lvl 232+ gear. Take it like a bear, endure a little hardship and gather emblems for better gear. Keep your eyes peeled for better weapons. If the DPS in your group have shi**y attitudes, don't leave. Let them kick you if they really want - you'll be able to find a new group in seconds, they will wait 10-15 minutes for another tank. It's a hard time when people forget that every toon was a beginner in lvl 200 blues some time ago. Head's up and keep us informed of your progress ^_^

fearie fire,skull,charge,mangle,->swipe/maul rotation with a lacerate thrown in on your main if neededIt's nice to see people giving tips about tanking rotations to someone who said he has other 3 tank characters and has also tanked Burning Crusade content on this druid.

Main problem is that DPSers are spoiled with overgeared tanks, and start AoEing before you've done more then FFF on mobs..

I agree i also just started bear tanking and i t really sucks when ppl with 5.2k +GS start AoEing before you got chance to get agro, or even worse actually start pulling mobs when your roar is on CD.
Well, when I'm on my Druid in cat form I got around 28k HP. My DK (not so well geared) manages to get up to 27k in most heroics (depending on which classes are in the group of course).
When I happen to end up with an undergeared tank I just don't care about it and tank the 1-2 mobs I got aggro on myself. If the healer is any good he will easily be able to heal a well geared dps through all "old" heroics (old meaning all but the ToC and ICC ones). If the healer is also undergeared or generally bad then holding back a bit on the damage is the way to go but most of the time it works out just fine to simply nuke.
With overgeared dps these days a tank (on trash) isn't really necessary anymore.
Long story short: Just don't worry about it.

If your using the LFG feature, which is the reason I witched from kitty to bear; as a tank i never have more than a 10 second queue in LFG, you will run into these people. Just make it clear that YOUR the tank. Tell them your happy to run as a cat and dps if they want to try tanking, but unless they enjoy paying repair bills you need a few secs to catch snap aggro. I usually remind them they are in a heroic, not a raid and if they are that concerned with their numbers on the dps meters in a heroic then they can go run them with their super cool, probably 12 year old guildies. The good thing is, a tank is alot harder to find than a dps, and they need to worry less about big numbers and more about not wiping the group for stupid reasons. A big part of being good at this game is watching your aggro, this is a fact far too many people either overlook or just dont care enough to learn.

My favorite is the new FoS mob groups. So many casters, and everyone's attacking a different target....(they all stand still and shoot you with stuff, making aoe tanking very difficult.)
Luckily I have ulduar level gear, so it's more of a challenge than an issue, but pugs aren't too bright.
This issue is the reason I'm thinking about xfering my druid to the realm my GF is leveling with me on once we hit 80(if we hit 80....). I can get her and her bro geared up in no time at all with random grouping since I can tank everything less FoS and ToC heroic with minimal healing.
