The difference in crit is very little between those 2 gems when you are raid buffed.
36.72% crit aint really that unusual, some might find it low, and normally fury warriors don't have problem with aggro occasionally from the start if you start wailing all you have at the bosses the instant the pull is made.
When I still was fury I sometimes went up to over 50% crit buffed and I can't remember having issues, so I'm more curious about the tanks if they are under geared or have problem with their rotation.

I have 42.5% crit unbuffed, 47.5% with rampage, give me a horn of winter/earth totem and I run around with 50%+ in heroics.
Al I can say is I *!@#ing love it.
Ofcourse you never gem for crit ever unles there's f.ex. a good socketbonus(8strength like in some helmets) and then you use 10strength-10crit.

The guy is right that 21 agi / 3% crit meta dmg gem is usually better than 21 crit / 3% crit dmg meta gem. The difference is not that big, though, and it almost evens out if using the best two blue gems can give you 2 sockets boni of 8 STR each.
However, the guy's argument for telling you to switch ("crit is ripping away aggro") is pure rubbish. You should always gear / gem / etc. for max DPS and then manage your threat during the encounters.
