Your choices are either tell everyone to stop being dumb and let the debuff drop off, or pop AM+frost res aura. That'll give a full resist to 2-3 members of your group, resetting their buff whether they're intelligent or not.
You can also drop yours with bubble if you can't afford to LoS the group but you're taking too much damage.
Respeccing sub prot would help here too. DG won't remove the debuff like AM, but it'll cut the damage by a lot when used.

My biggest problem with healing this, is the idiots that don't debuff. I guess they don't realize that while I'm debuffing, if they aren't behind the rock with me, I can't heal them because of LoS. I have a macro that I shoot out when this happens. It says in Party chat "If you aren't getting heals, join me behind the rocks, or die" they usually get the point

Healing it isn't too bad, even with the debuff, Frost Aura & just roll FH across the group. If someone is dumb IE (hit by rock, leaves LoS during a heal) HS them. If you start feeling overwhelmed pop AM. If they get a lot of stacks you will need to switch to HL, but if the DPS is half decent it won't be until the near the end, maybe 30%. Also remember your bubble if you have too many stacks from trying to heal those that refuse to break LoS from boss.
The fight is also bugged in that sometimes he won't throw the first rock, this can make the rest of the fight much harder as no one can break their stacks.

The best tactic on Forgemaster is to stick together as a group. Don't let anyone stand behind, as lazy casters like to (omaygadi'mrangedareyouserious?...)
Then saronite rocks would be dropped next to group and it'll be easier to hide behind them.
Even tank could kite him 'round boulder and eventually loose debuff.
Been there, did that :) 2-manned it with healer, when everyone failed.
