Although I can't provide any information on Lifestealing enchant in particular, I can tell you that SoC triggers quite a lot of effects, including
Heart of Wyrmthalak,
Fiery Plate Gauntlets, many weapon procs, and (IIRC)
Fiery Weapon. As such, I'm convinced that Lifestealing is triggered as well.

SoC isnt cleave afaik, only way to multi-hit is performing a skill same time a melee hit lands or hitting many with Divine storm.

Seals can proc effects, but the question was regarding the cleave portion of cleave, which would require some in-game testing.

I'm sorry, should've been more precise. I was referring to SoComm procs on additional targets, not the one on the main target. (If you mean something different with cleave, please let me know.)
To illustrate what I mean, a
Screenshot from the last PTR: I hit one target dummy with my melee weapon, and the other one was affected by the proc (in this case, Wraith Scythe's).
Edit:
Tested it now with the Lifestealing enchant. While hitting target dummies in Orgrimmar for about 5 minutes, the proc didn't hit a secondary target once, while it procced generously on the main target (with regular double procs from the melee hit and the Seal). Hence, I seriously doubt Lifestealing triggers from the cleave effect.
