Um, actually no. Insolence gives you the full 200 instantly, generally after your first Rune Strike. Bone Gryphon takes time to stack up, and with how slowly Blood uses it's RS, if you have to switch the boss back and forth then you won't get the full use out of it.
If opinion is "what to take first" - Gryphon.
But need - you need both.

First one, because 220 dodge > 67 dodge (normalized).
Where are you getting the 67 figure from? Insolence, as Ira said, has an
80% proc chance
with a believed internal cooldown of 10 seconds. So even if we said it was up 80% of the time, that's 160 dodge rating...but of course, you'll be RSing many times in any given ten second window, so the uptime is much closer to 100% in any practical application.
I'm just curious as to where you got that number from; if perhaps there was something I had missed.

yeah if your still wanting opinions...insolence will continue to renew itself most of the fight. especially if your runestriking at every possible chance.
if uptime was a 100% for both sigils your looking at a 20 dodge rating increase and the lost of all your frost emblems? there are much better upgrades available atm. wait till you have nothing else to buy then get it.
