Yeah, his distribution of points is a little weird, but hey, to each his own, right?
No. When there are several viable possibilities to achieve the same goal then you can say "to each his own".
When there is one clearly superior and one clearly inferior way of doing something then he hurts all the people he is raiding with by chosing the inferior option. Especially the "heal leader" of his guild should be an example for the rest, be well informed. He should know what he is doing and he should be the first to min/max.
The idea of wanting to be a tank healer as Druid is bad enough to begin with. I hope he doesn't force the Paladins in the guild to take over raid healing ;)
Using a bad spec on top of this makes it even worse.
The spec the OP suggested is way better than the one this guy is using. The glyphs in that spec are also fine though I'd say there are other options. Only the Glyph of Nourish is mandatory, Glyph of Swift Rejuvenation, Glyph of Lifebloom, Glyph of Regrowth and Glyph of Swiftmend are all options for the last slots. You can calculate the throughput gain from each glyph and just use the ones that give the highest return, my guess is Swift Rejuvenation and Lifebloom but I haven't done the math.

Druids are absolutely capable of tank healing effectively, the only drawback to it is that restricting us to 1 primary target doesn't make the most of our unparalleled raid healing capabilities

would make a much better tank healing spec.
Nature's Grace and Living Seed should be considered must haves for single target heals.
Subtlety is only useful in descending the tree, not like healers are in the top 4 for threat even in a 5 man.
Tranquil Spirit is in the same boat as Subtlety but it's slightly more useful than just topping off Subtlety.
Empowered Touch and Nature's Bounty are also must haves for a tank healer.
Natural Perfection is basically just a place to dump the leftovers but can alternatively go into Revitalize as you'll still toss the occasional WG to hit the tank and any melee dps.
Glyph of Nourish is a must have.
Glyph of Swiftmend is a must have for any resto druid, every 15 seconds you can pop it right after a direct heal without sacrificing your emergency blanket of hots on the tank.
Glyph of Rapid Rejuvenation helps strengthen the security blanket of hots but could alternatively go for Glyph of Regrowth to potentially get a bigger heal while refreshing the hot or maybe just overheal, either way this will beef up Living Seed as well.

Well, Druids usually get into mana trouble much faster than other classes. They also lack a buff like Inspiration which is totally awesome on tanks.
If they have a disc Priest and Shamans in the guild then those should be tank healing instead, both classes are better at it than Druids.

While NG would have no effect on nourish it would share some synergy with it, nourish with it's high crit chance and quick cast time can effortlessly proc NG allowing the cast of a slower, more powerful cast such as RG (especially if glyphed) or unglyphed HT (yeah I said it) but it mainly comes down to just not having much else to toss the leftovers into so moral of the story, 2/3 NG and 3/3 NP is fine.
As for crit rating nourish and RG should easily have a ~50% crit chance which is plenty so I'd focus on haste, spirit, and SP
Here
is a quick look at a tank healing druid with currently available gear, it's right on the GCD cap with a 51.3% crit chance for nourish and a 47.3% crit chance with RG unbuffed.
Basically NG is excess talent points and would be kept up the majority of the time via nourish, while not effecting nourish itself it would be virtually always available thus reducing the cast time of RG and HT by a fairly reliable 20% (unsure if NG has any effect on glyph of swift rejuv but with as much haste as it has swift rejuv will probably overshadow glyph of RG entirely.

Rather than large, slow nukes we have many small-average sized heals at very quick intervals which reduces the chance of the tank receiving consecutive hits between heals.
Rather than an Inspiration buff we apply living seed basically on demand.
If your runs lack a disc priest or holy pally then having a druid for tank healing is perfectly valid.
edit: Revitalize is more useful as a raid healing talent as it keeps the dps' source of damage (rage/energy/mana/RP) at a more stable level whereas a tank generates the large majority of their fuel from being hit (rage/RP via SoB) or being healed after taking damage. (SA)
