Not sure if Clique works with macros, but I can tell you that the macro wouldn't work for two reasons.
1) DS triggers the GCD. HoS is on the GCD. Macros can't do more than one thing on the GCD.
2) Macros can't check what you've used recently or for buffs.

Sigh... Is there any other way to make macro that it won't cast HoS or at least do some big warning or something of that sort?
Get Power Auras and have it show a big warning if you have the Forbearance debuff. Then you'll know not to use the macro.

no... just like Katallian said, you can't make macros check for a buff/debuff.

2 clicks, one macro
I think that will work, but have not had a chance to test it
And yes, Clique does work with macros.

The question is - will it stop if I have a debuff from avenging wrath? Or will it still cast HoS on the 2nd click?
It should be /castsequence (all one word). And if you change it to Divine Shield, Hand of Sacrifice as you said - it won't go beyond casting Divine Shield if you have forbearance up - that is part of the castsequence mechanism that it won't go to the next step if the previous one fails.
This is what I use:

I've also put a reset in there because you probably won't want to use Hand of Sacrifice after about 8 seconds - you can set this to 12 to make sure you don't use it if you don't have DS up. This will also give you the cursor or cast it on your current target if you don't have a mouseover target (means I don't have to have bubble bound separately)
