There are two iLevel 264 crafted leather legs
and 3 tier legs each with 3 versions.
Wouldn't it be quicker to just say which legs than to vaguely describe them and not even narrow it down to the ones you mean or which you're comparing them to.
After spending my time finding those I'm too tired to give my input on each one vs their respective tier legs.

The feral legs are certainly not worth purchasing, and I don't think I would buy the pattern even if I was a LW. The boots are a much better purchase.
For ferals, the set legs is the only piece with expertise, and for rogues the legs don't look too good either.

For resto Druids the crafted boots are BiS and a lot better than any drop you can get. If you want to craft anything those are the ones you want.
As for the set: The set leg piece has an awesome itemization for resto Druids. For ilvl 264 you want to get the 4set from legs (awesome), hands (awesome), shoulders (crappy and there is a good leather drop alternative but 4t10 should be worth getting it anyway) and head (crappy and there are only well itemized cloth alternatives) and buy the chest emblem off set.
This might change if you take ilvl 277 into account. The emblem chest is not available in 277 but there are nice heroic shoulders with haste on them. But being shoulders they will still have less haste than the chest and the SP gain from using the set chest imo doesn't really compensate for the haste loss. I'd consider the 264 emblem chest BiS, even with heroic loot.
In the end it comes down to:

108 haste, 312 SP, 174 spirit
vs

74 haste, 335 SP, 212 spirit
By the way good resto stat weights are:
Spellpower 1
Haste 1
Spirit 0.2
Hit -0.1
Everything else (yes, including int and crit) 0.
Not mathematically accurate but they still will rarely do you wrong.
