I havn't played holy PvP in a while so i'll refrain from commenting on that. Though i can tell you right away, 63 points in holy is way overkill.
But about the PvE spec.
You seem to have an odd fetish for cleanse and not so much for reducing the damage your party takes.
Cleanse costs 263 mana, untalented and unspecced, with a 20k mana pool and 0, nil, nada, none-existant mana regeneration you would have to cleanse 76 times to go OOM. And you'll have a 20k mana pool before you start heroics so...
Ditch everything that has anything to do with cleanse.
Also, why in any wicked dimension of the fragments of an insane persons fantasy would you want increased seal and judgement damage from SoR and SoV instead of reduced pushback on your healing spells? You will be using SoW so even if we were to live in the wicked dimensional fragments of an insane persons fantasy, those 5 points would still be wasted.
If you're just starting out, go with
this.
Once you start raiding though,
this will serve you much better. The points in imp devo can be switched for blessed hands if you like.
P.S.
The holy section is purty good.

Just shoving this in here, if you're planning on doing Arenas the Glyph of Lay on Hands is useless. Similarly your Glyph of Sense Undead is useless in your PvE spec. I'm not sure why you're off the impression that you'll be required to deal damage as a PvE healer but just to clarify, you won't.
What other glyph would you suggest then?
Glyph of Sense Undead+
Glyph of Lay on Handsare the only truly helpful ones we have.
Add in
whatever mana/gold saving one you prefer.
Sense undead is the ONLY one that increases damage.
Yes, in PVE you are healer... but there are times when you can drop a consecration.. or holy wrath for large damage and stunned goodness...
with all the undead around i cant see justifying it...
To be honest... it has less uses in pvp. (lock and dk only when they are classified undead) Edit: to clarify im referring to Glyph of sense undead. You are 100% correct on LoH being useless for arena.
