Apparently.
Easy there cowboy, that post was made last year. Since then, Deathbringer's Will was redesigned, Tiny Abomination in a Jar, Heartpierce were nerfed, HfB was nerfed twice and poisons' scaling with AP was nerfed by 10%.

been running heroic
Me too.
I got combat CQC spec with 178 dps weapons that are droping in ICC 5mans
2.6 speed fist + 1.4 speed dagger enchanted with berser + mongose repsectively
I also have axe/sword 178 also dropped in ICC 5mans
same enchants
I have done ~5 minutes test on dummy with 20/51/0 build
dps was smaller by 150dps with Hack and Slash build.
I know, I know - 5 minutes on dummy is not enough, I know - it would be better to have berserks on both weapons, but it happens that this is what I had.
I would say that CQC is better. Forum's elitists may luagh at my logic, but ... I decided to stay with swords. WHY?
1. difference is not that big to waste money *) on respeccing back and forth
2. id don't raid, except weeklies quests
3. swords have bigger range which is good for my lausy style of playing *)
*) Im VERY casual since I play a few times a week, rarely more that 1h per session.
In other words - don;t look at EJ articles - try it yourself,as in above exmaples it depends not only on best theoretical values :)
I hope it answered your question.

The problem with CQC is crit capping, which even with my ho-hum 25 man toc gear (STILL), I'm pretty damn close to it on my HnS set and mut set (My HR and exp are both higher for my mut set, thank goodness). If I were to switch to CQC, i'd have to completely regem cause of crit capping.
