Question about 60 & 70 brackets

Just a quick question about these brackets, are they from 50 - 60 and 61 - 70?
If this is the case, can I assume they have twinks in them given the players who don't have the expansions?
Or does 60 move up into the 60 - 69 bracket and 70 moves up into the 70 - 79 bracket? Would this not disadvantage those who don't have the expansions?

Well that is a pretty weird setup of BGs post 51.
I noticed that there are a few 60 twinks in AV - the xp on/off not really affecting those that have no expansions.
It seems kinda messed up.
