I will try to make it easy to understand: In language, i can only click on a thing called "Development".
Sounds to me like the servers are down for maintenance.

Yep, servers must be down, or at least not letting anyone log in. I'm online atm on the US servers, but maybe EU is down?

I am surprised people still do not understand... Do not expect normal play on Tuesdays, especially in the mornings. Tuesdays are ALWAYS maintenance days, servers are Always offline in the mornings, and there is always bugs after.
There is an easy answer to this question
Look at the Realm Status Page

Scheduled weekly maintenance has nothing to do with refer-a-friend.
Exactly, and refer-a-friend has nothing to do with the Realm choice issue stated by the OP.
