Are you asking about Gems and Enchants? The gear you get is whatever you see drop. My gem philosophy is Expertise/Stamina in Reds if under 26 Expertise, Dodge/Stamina in Reds if you are over the Expertise Softcap, Defense/Stamina in Yellow, and straight Stamina in Blues. If the socket bonus is anything OTHER than +Stamina, just put +30 Stamina gems in the slot.
ICC gearing is the same as any other gearing; Stamina and Armor are best, avoidance just comes as it may, and make sure you pick up at least a moderate amount of Hit and Expertise.

Focus primarily on stamina
>
armor while being grateful for the avoidance your gear naturally has.

Get RatingsBuster, it will tell you how much post-DR avoidance items will give you.
Don't worry about trading Parry for Dodge. Parry is DRed a bit more heavily than Dodge, but you'll find yourself with more Dodge than Parry anyway which brings the two more in line.
Look at the armor and stamina first. If it has more Stamina on it (usually indicating a higher item level), then it doesn't matter if you are giving up Dodge for Parry.

Mostly my question is just concerning drops that differ between a heavy parry rating in favor of losing a heavy dodge rating.
it is very unlikely you'll get a sidegrade that simply trades dodge for parry. if the item an upgrade, but the type of avoidance changes from dodge to parry, it's still an upgrade.
i would highly recommend the rating buster addon. it will give you a direct compare of any piece to gear you highlight to the one you're wearing, and it factors in diminishing returns for you. simply turn off dodge and parry individually, and have it summarize avoidance instead.

hmm don't worry so much about expertise as long as you have at least 23 Expertise (with hit cap)
That's just wrong. Expertise is more than twice as good as hit rating below the dodge cap. Above the dodge cap, expertise is equal to hit rating in terms of threat but still provides a good amount of avoidance on top. Expertise is just way better than hit rating.

My take on this would be, check if you have "hit" capped already without gemming for it, if not then go ahead and gem for hit/stam on your yellow slot. It's important to be able to land all of your attacks successfully as a tank. After that, just what like other people said, go with EH boost and stack 30+ stam, this is all assuming you're also def cap. Alot of people in my server always anal about who's eligible enough to come to ICC and they always look for someone for some reason who has at least 37k unbuffed HP.
so ya, HP/armor < hit/exp < avoidance.
hmm don't worry so much about expertise as long as you have at least 23 Expertise (with hit cap) but if you can push to more than 26 without sacrificing other important stat, then that's good for your increase Dps and threat.
I really can not agree with this. "It's important to be able to land all of your attacks successfully as a tank." No, it's really not. I tanked all of Tier 9 content with as low as 100 hit. I hate saying never, but I would never recommend a tank gem for hit rating. I can get behind gemming expertise if you are under 26 because you get double returns, but gemming for hit or gemming for expertise over the softcap just isn't worth it. It's not necessary.
Tanks end up doing anywhere from 2% to 3% of the raid's overall DPS, which is anywhere from half to a third of a real damager. Any increase in hit or expertise is going to raise that by a negligible amount. Threat isn't a concern either; if a tank's threat is poor, an adjustment in rotation and ensuring more Heroic Strikes will do far more than a few gems worth of hit or expertise. If a tank is acting correctly, he shouldn't have threat problems.
Now, if you are talking about running heroics or something, by all means put a set of gear together that sacrifices some health/armor/avoidance in order to get your 5.6% hit and 24 Expertise minimums. But in a raiding situation, hit (and to a lesser extent expertise) just are not that important, and certainly not important enough for gem slots.

It's not fun when taunts miss on required fights. I.E. Lady Deathwhisper, Saurfang, Gormok, etc.
It's happened to me. Doesn't end well. Since then, I've tried to keep ~8% hit at least (11% with our boomkin's buff, still 6% short though).

glyph it. gemming hit is not a worthwhile way to make your taunts succeed more.

if you miss a taunt on the boss, then use challenging shout, if there are mobs around you use mocking blow and then use taunt again.
gemming for hit is just not worth it.
But if you really want to gem for it, people here aren't going to tell you how to play, just say whats the most logical solutions.
