Macro to do action if I don't have a target

I've looked around at the various macro guides and and still can't quite figure out how to do this. What I want to do is as follows:
If I don't have a target, execute /targetenemy
Do an Emote
Cast a spell
Basically, I'm trying to duplicate the way my attacks automatically target the nearest enemy when used directly. They are not doing this when I use a macro that does an emote first then the spell.
It seems to be related to having the emote in the macro. I have other spell macros that do not have emotes and they auto target.
