If you're attacking from behind -- which you always should, circumstances permitting -- anything over 26 expertise is, in fact, useless. There may be the occasional circumstance where you can't, but not enough so that there's any merit to going past 26 expertise.
No one's suggesting dropping his gear for ilvl 175 blues, but if theres a piece with no expertise, the other stats on it might actually give a greater gain, even if it was, say, a 245 compared to a 251.
To the OP, if you DO downgear in that manner, hang on to your old pieces, as you might receive an upgrade that drops your expertise, and then you'll need more again.

Should and what happens in the real world are two very different things.
Of course ideally you'd always attack from behind and have just 26 expertise, but I am highly skeptical of finding a way to juggle gear to lose only 9 expertise while not decreasing dps from downgrading gear. What you'll end up doing most likely is ending up with even more hit rating and he's already at 9.45% hit.
A downgrade from a 251/264 to a 219/200 I would not advocate, certainly, but dropping one tier level to grab a piece with ArP instead of Exp/Hit would be highly advisable. In the OP's case, he should be in the ICC 5 mans running for new gear such as the cloak from normal HoR and the neck and ring from normal PoS. These would all either grant Str instead of Agi or would grant him more ArP instead of Hit/Expertise.
Hell, if he bought Bloodshed Band from Triumph Emblems he could get NES from H FoS as well and drop Grim Toll. Would push him closer down to 263 and he'd gain Crit instead of excess Hit.
Finally, since he is running ICC 10, he is getting ashen Verdict rep, at which point he should be grabbing their ring to further acquire Hit so he can drop Grim Toll. All that extra Hit is crit, AP, ArP or Haste he is missing out on. His ArP is already dangerously low (24% before talents); he needs to lose the Hit and Exp somewhere.
The one thing I did forget to factor is whether or not Armory adds in Orc racial of 5 Exp for axes.
EDIT: I would build a profile detailing this, but for some reason the WoWHead Profiler does not seem to want to load.

That's exactly what I was trying to say.
You can afford to lose the Expertise. The Ashen Verdict ring is better in almost every way, assuming you can use the Hit.
You're gaining Str, Crit, Hit and an AP proc. You are over Hit cap, but tossing Grim Toll to the curb (or getting Mjolnir from Uld 10 Thorim Hard mode) would go a GREAT way to optimizing your gear alongside the AV ring.
NES _does_ have a lower proc rate but you're wasting half the point of Grim Toll as it is. Besides, in a 25 man you should ride around 40% crit. You will crit, NES will proc and you won't be so far over the Hit cap it's not even funny.
You also need to regem (and get your JC up; that's hurting you as well). Your current gear supports using CSD instead of RED for a Meta gem, given that you have multiple +6 or greater Str bonuses.
I am going to try to build the profile to show you what I mean. I'll edit this post with the results.

This
is the first version of your prospective upgrades. I reduced you down to 265 Hit (2 points over the cap, down from 310) and 26 Expertise (perfectly capped, down from 35). What did you gain? Well, you gained 2.6% crit, 3.2% ArP, an AP proc from the AV ring, 2% Haste (lol, but a gain is a gain) and around 140 AP.
Note that this profile uses a belt from ToC 10 (which you should have access to, considering you cleared 25-man in September), the ring from AV (since you're Exalted and do not have it) and assumes you level your JC (like you should!).
More possibilities open once you consider more ToC/ICC loot, but I do not know what your Guild uses for loot management so I won't speculate too far into that.
Should you change to this profile's layout, your next upgrades should be the T10 legs (pray for a VoA drop) and ToC 25 belt. They would be a massive offset to your current layout and allow you to load out even more ArP by replacing your helm with either the Triumph badge helm or T10 from badges. After that, consider the cloak or belt (maybe) from Frost emblems. The belt from Rotface 10 would also be a very strong upgrade for you.
