if the breath is a frontal cone ability, i don't believe the chance to miss applies. it works for direct damage spells, like a frostbolt.

I've always gone under this same assumption, though I don't think the talent has ever really been tested to prove that it works this way. I'd assume it only works for direct damage spells since I've never (I don't think) seen an AoE breath "miss" before, and since Spell Reflect won't reflect breaths.
Regardless, I don't really think it's worth it. If you do pick it up, report back on whether you see Misses showing up in your combat logs.
Now stacking Frost Resist on the other hand. I know I'll be hearing screams of "You don't NEED Frost Resist," but looking at the fight about 50% of the damage is physical (40% melee and 10% cleave) and the rest is Frost (15% Frost Aura, 13% Frost Breath, 10% Chilled affect, +misc).
The only problem with frost resist is that the items are SO low level that you end up giving up huge amounts of armor and stamina in order to pick up the three FR pieces. May not end up being worth it. While you could use the FR for Saph or Hodir to make the fights easier, I think dropping 264 pieces for 200 FR pieces just wouldn't be worth it.

Another thing with improved spell reflect is the boss being an NPC level 83.
The talent *may* raise your avoidance, but since this mob is 3 levels higher you may end up with zero avoidance after all. A matter of testing, and since the avoidance chance is small anyway it's going to take time.

On my warrior I've seen the shadow zones in the start of DTK 'miss'. I attribute this to improved spell reflect, as shadow resistance gives a flat percentage damage reduction with these void zones.
