I feel that Frost is the most fun PvP, and in turn the best spec for PvP.
It's always surprising whenever I see people say that they're tired of Frost's laughable amount of damage output, when the truth of the matter is that Frost's damage isn't laughable at all. Frost's burst damage isn't all that special, but when you line up your procs and play your cards right, you can drop Barkskinned druids wearing 1k resilience 50% of their HP in one Deep Freeze, often putting them in a position where if your team makes a swap, he'd have to use CD's or die.
I believe the biggest issue with Frost is that the playstyle for it is very different than Arcane or Fire. You can't jump around spamming instants or spam 1.5 second Scorches and nuke everything in sight carelessly, you have to set up scenarios where you can chain cast safely. Even then, it's not really about steady damage output, it's about dealing it when it matters. I come out of BGs with top damage done maybe 40%-50% of the time, but I always come out with the most KBs and HKs, and never more than even 5 deaths.
But well, I'm sure any mage worth his salt can pull similar/better ratios in BGs whether arcane/fire/frost, but the point I'm trying to make is that Frost is the most popular arena spec for a reason, and low-damage isn't one of them.

There's an 'I run the flag' spec in one of the stickies that looks quite fun.
Speaking of which, why do most frost PvP builds skip arctic winds and piercing ice? I can't seem to get enough damage to take anything down without them.
As for this question, take a look at some of the talent choices picked instead. and consider what benefits they bring. I'm surprised at Arctic Winds, but I presume that it's because there's a lack of available points to spend in Frost if you want to spec well into Arcane to get Torment the Weak.
Consider that you'll be picking up talents like Frostbite, Frozen Core, Shattered Barrier, there are other talent priorities.
