Haste on plate gear

Here
is a list of plate DPS gear added in 3.3 with haste on it. I narrowed it down to 3.3 just so we're all clear this phenomenon isn't caused by the way some spec used to work. This is all very current gear.
Now, my question is, what's the point of all this haste? My pondering started when I made a new paladin and decided to do ret/holy at 80. My old one was prot/holy and I stopped playing her in 3.1 so I was pretty clueless about ret. I found on my new paladin that often times you pass up plate gear with haste and arpen in favor of leather gear with crit/expertise, etc., because apparently we have an unusually high agi to crit ratio and the slight loss of AP in going to leather was more than offset by the better secondary stats on the items.
Now, this post isn't a QQ about that. Not every boss is going to have a massive loot table so that each spec and each spec within-a-spec and each spec at variable levels of gear is happy. I can accept this. I figured warriors and death knights use ArPen and Haste and Blizzard had to make sensible loot tables without disappointing them, so that every once in a while I'd find an item that wasn't perfect for me. I am fine with this.
But then, out of curiosity, I decided to see what these stats do for Warriors and Death Knights. I didn't have to look far with ArPen. It seems to be pretty awesome for warriors and, while not exactly perfect for all Death Knight specs, pretty useful for them too. But then I looked at Haste, and I couldn't find a way to spec a Warrior or a Death Knight which made really good use of haste (assuming you didn't have Tiny Abom in a jar, but like I said, Blizzard doesn't make loot tables for every conceivable circumstance).
Haste is basically a stat which, at best, plate DPS find themselves ambivalent to, and at worse, causes them to fight with Rogues for gear. I appreciate putting stats on gear that one particular class which uses that gear might not jump for joy about (see: not whining about ArPen on plate gear as ret. I see the value for other plate classes), but I don't really understand why Blizzard put a stat which is at
best
only slightly worse than other secondary stats on so much gear? Am I missing some point about a spec that does make use of haste?

Haste or Stamina for a stat dump?

I thought Paladins and DKs liked haste. I mean, not like as much as crit, but still liked it. I know haste for Arms Warriors is pretty bad, but haste isn't that terrible for Fury warriors. It's still worth quite a bit less than ArP and less than Crit, but it's not horrible. For a Fury Warrior, if Strength was worth a "10" and ArP is worth about the same "10" then Crit is worth about "6.5" and Haste is about a "4."
I don't know what the breakdown looks like for Ret and DKs though.

More stamina! With most tanks in LFD now I'm offtanking heroics anyways.
Seriously though I get your point. They could just put 25% budget on stamina, 75% on strength, and give you talents/glyphs to hit the hit and expertise caps, but it would be boring, so a couple less-than-ideal stats to round gear out a bit more makes sense in that regard. I guess it would just be nice if Blizzard could find ways to make gearing less homogenized without making it such a mix up some classes stop bothering with their 'own' gear entirely.
And haste really isn't that useful to ret. Minuscule reductions in the CDs of the two lowest spells on our FCFS priority is not going to do much good to a rotation that already has GCD gaps here and there. After that it only affects melee (and therefore seal damage), But, say, strength is better for those just considered on their own, let alone what all else strength does.

Haste, but only barely, and I usually ninja rogue leather in either case.
Like I said, I understand why not every stat is going to be awesome for every class but why they find it on their gear anyway. I'd just like a system where the stat dumps aren't so bad that we're pulling from different armor classes.

Take a look at the paladin 2P T10 bonus, and you'll realize why haste is such a powerful stat. For DK's its useful, but pretty much every other stat is more useful IIRC. There's also warriors to consider - I dont play one myself so I can't verify that haste is powerful for them, but I would assume it would lead to more rage generation.

For whatever reason I felt like T10 had an ICD, but I read it again and is a flat percentage. Reading comprehension fail. That does make haste pretty reasonable, then, as long as ret is your main spec or you're farming ICC.

I believe Blizzard designs the ICC drops assuming you're getting 4P T10 and replacing the 5th piece with a non-set piece. I know they dont balance around just BiS, but I think their assumption is if it matters enough for you to min/max, its either main spec or a well geared off-spec.

As for Frost DK, my calculated EP ratings are such
STR: 2.27
AGI: 1.18
AP: 1
CRIT: 1.64
HASTE: 0.68
ARP: 1.32
EXP: 2.31 (working on cap)
HIT: 0.64
So, Haste is last on the list of things I want. Again, this is for dw Frost.

For an Unholy DK where 1 str = 3, haste is 1.75, crit is 2.1 and ArP is 2.01 (this is with 245/258 gear). Not a bad stat.

I really love it when paladins claim that dps plate with haste is their loot, but at the same time demands equal rights to dps plate with arp.
