ArP still confuses the crap out of me, and someone correct me if I'm wrong, but I thought the rule was get to 50% passive from gear, then grab a
Needle-Encrusted Scorpion
and gem ArP.
Otherwise gem strength.
Not sure if it's the same for arms as it is for fury, but I know fury uses

I would also suggest you read the stickies at the top of the forum, as it's easy to get the arms rotation (or priorities, rather) mixed up.
Edit: yes, as far as I'm aware agility is the best cloak enchant. Otherwise, everything Brokle said.

Not quite...
The goal is to reach 100% ArP... There are two methods of doing this..
1. Reach the soft cap passively (through gear, gems, buff food, etc) AND equip an ArP proc trinket (when trinket procs, you should be at the hard cap)
2. Have 100% passive ArP.
ArP over the hard cap is not used and therefore just hangs over the edge, making it useless.
