Is there an AP cap? Or a point of deminishing reterns for AP?
There is no "cap" on AP, just as there isn't with any cap that is not based on a combat rating or percentage (such as Str, Agil, etc).
Every other stat that we have is measured against AP, thus it's value to us never really changes. What DOES change is how good other stats are as compared to AP. An example is Haste, which gets better as your gear improves and gets substantially better once you have, for instance, 4p t10.
BM is never better than Beserking because of its mechanics and our mechanics, not because of the value of haste vs. AP.

I still don't think you're fully getting it. The debate here isn't when haste > AP, the debate is whether the proc on BM (haste) is better than the proc on Berserking (AP). Due to the mechanics of the BM proc (uptime, CD, etc) and our own priority system, BM is simply not better than Berserking at any foreseeable gear level. You will get much more 'oomph' out of the 400 AP proc due to how it works, what it can proc off of and it's uptime than you will out of the haste proc from BM.
Again, this is NOT due to the relative values of haste v. AP on some level. It's more about how the enchants work.
