Enhancement, Not much DPS increase with Gear

I have been playing my shaman much more lately (Wonderdog, via my profile),
But I've noticed that I am doing about the same DPS as I was about a half-dozen upgrades prior.
With 4700 AP, 370 hit, 25 exp, and 37% crit, I expect myself to do more than 3.8 - 4.5 k DPS,
Its especially a sore spot for me to see some other classes double my DPS in gear not necessarily better than mine (CoughMagesCough)
I use S&A to help me manage my rotation, and it is a noticeable improvement, but I still feel like I am working overly hard for minimal results.
Any Enhancement shaman out there remember breaking through a DPS "wall"?
I know my gear has some serious weak spots but I'm just wanting to understand what will be the biggest help to me

Read some threads on elitistjerks.com you have gemmed pretty weird and ArPen isnt a good stat for enhance shammys.
Allso try to replace you leather gear, intellect gives us sweet attack power.
Stats you should go after
1. Hit/Expertise until cap
2. Haste
3. AP
4. Crit
5. More hit, for more off hand hits = More maelstrom proccs
Enhance shamans scale very well with gear, if you get the right stats

PS. i am very tired and Swedish so dont flame my spelling. will perhaps give more info if you ask for it and im rested

Dump the Agi gems (except meta) and go either all AP, all Haste, or a mix of AP & Haste (after hit & expertise capping, of course).
The only blue gem you should have is 1
Nightmare Tear
.
Get an Enhancement totem (relic). You currently have a Resto PvP one equipped for DPS.
Both weapons should be enchanted with
Berserking
.
Don't worry too much about the Armor Pen on your gear. ICC doesn't leave us much options in that regard, but replace
Incisor Fragment
as soon as you can. The AP is nice but the Use effect is completely worthless.
Enchant your helm and shoulders.
Enhancement Shaman do require a constant mashing of buttons to keep up the DPS numbers, but it's certainly not has hard once you learn the proper priority. If you still find it too complex, you may want to find a class or spec with a normal "rotation" instead of one with a priority system. Not trying to put you down or make personal remarks, but some players find the rotation system more enjoyable and others prefer a priority system.

My Armory might not be loading properly, the Totem should be
Quaking Earth
. with
Shoulder
and
Head
enchants.
Gem swap is Easy, I have the Nightmare in my Shoulders, and I've been moving towards using AP and AP/Haste for gems. (I got a deal on a huge bulk of agi gems, so thats why thats what I used)
I guess even for 12 AP Socket bonuses its better to avoid the Blue gem hybrids though?

I didn't check your actual armory since I dont know your player name or realm, but just going by your wowhead profile. So I'm pretty confused about a few things since the shoulders shown don't have a gem slot, etc.

Since the welfare epix of 3.3 it's easy to get to the dual wield hit cap. Buy the level 245 hitrate trinkets. In raids you need the odd total 27% melee hit. 10% Fewer misses makes more 10% dps. And it also will get you hit capped with spells in a single bang.

You don't need 27% hit in raids and in fact should never approach that amount.
Get spell hit capped, which is 17%. You don't need to stack or gear for hit past that point.

It is always going to be harder to eek out more damage as Enhance, it really is a LOT of work, memorizing timing and priority, just to get a couple hundered extra DPS, and since a lot of our abilities are RNG (to a point) it is hard to really just "tune up" more damage. Besides everything that was stated previously, you have to remember that Enhancement Shaman are designed not to do more damage than the "pure" DPS classes (mages, rogues, etc.) If we manage it, it's generally contextual to the fight, gear, skill, etc. We're there to make everyone else better.

My enhance shaman performs at least as good as my mage. The shaman is equipped about one tier lower (and even has 300 resillience eww).

i would stack nothing but 40AP gems, after ur hit /exp caped.
my rotation is SS,ES,LL,CL , and i always keep mi fire blast on CD constantly, and LS up constatntly
im glyphed with LL glyph, SS , and LS
Lightning Bolt hits for more on a single target than Chain Lightning due to spell power coefficients. LB with 5 stacks of Maelstrom weapon should be first if the Storm Strike debuff is present. And the Lava Lash glyph is mediocre; it's the worst "enhancement" glyph you available. Read the stickies, they're therefor your benefit! =P
I was rather fond of the fire blast....
