Thats about the time when mobs hit you so hard it actually matters who tanks. Sub40 a clothie can tank most content as long as you have a semigood healer.

Depends on your taste. I leveled 4 different tanking characters, and all of them were specced pure tank since level 1 (or 55... guess who). I also only used "raiding specs" from various guides and forums and stuff, ignoring the "leveling specs". (except for feral, which i knew so well by the time i started playing that i could make the spec myself with eyes closed).
Three of the chars were leveled before LFD was introduced, but they sure tanked a lot of instances on the way. Now the last one, my warrior, i level her through LFD only. (it took two Uldamans to get 39->40. At 53, i just did like 1/3 of BRD and got 1/2 of the lvl) Soloing with a tank spec is easy. Guess why... it works both ways.
It does not really matter if you are prot specced till 40... you have comparable survivability... but...
It does not really matter if you are dps specced till 40 either... you do comparable dps.
And you have a better chance to survive a multi pull. And a better chance to stomp melee players in world PvP.
So just get whichever you prefer, the effect on leveling speed will be minimal.
edit: And the reaction of my guild members when i was level 80 and said: "Oh, i thought i had to pay for a talent reset." was priceless.
