Does Demo Shout creat any threat?

I believe so, but it creates threat in the same way that a buff creates threat -- it's minimal.

I was just thinking in that scenario where a bad dps pulls an extra pack and my AoE's are on cooldown if it would be enough to grab most of them up for a few seconds until my AoE came back up, but it doesn't seem like it would be even capable of that vs. say the heals coming at me?
Cleave works well here. You can grab 3 with cleave, and 1 extra with taunt. You need to be spot on with timing, targeting and positioning to grab more than 4 before they murderball your add-pulling dps, but hey that's being a warrior tank for ya. :)
One thing I do in situations where I know someone can mistakely pull adds is pull the first pack with TC/cleave only, and
save Shockwave for emergency
in case someone pulls more mobs or my hp is low. Since shockwave stuns for 5 seconds, it gives time for TC to come off cooldown, gives you time to hit the adds to generate additional threat, and also makes it so its easy to see which adds you hit with SW and which you didn't so you can taunt/shield slam them.
I save Intervene for situations where a dps pulls AoE threat off me to get the most use out of its 10% global threat reduction effect on the target.
Cleave isn't instant, and shockwave stuns for 4 seconds rather than 5.

Demo Shout does have its uses in pulling. Any sort of buffing, mana gain, or trinket procs from your group will cause a small amount of threat, which is override any social agro you have.
Two examples of when I use Demo Shout. One is if I'm running a lower level dungeon for someone and want to collect mobs. I just run through packs spamming Demo Shout to pick them up and keep them lightly glues to me. The second is the first boss room of DTK. I like to collect the whole room at once, but I don't want to blow my Thunderclap until I have everything. So I run in spamming Demo Shout to snag them all, and it's enough to keep them on me even if a HoT ticks or someone buffs behind me. Once I get to the far side of the room and they are clustered I can thunderclap to really hold them.
But in most situations, Demo Shout isn't going to do much for you threatwise.
