Can't check your armory out, but a few things to consider:
1. The Frost Emblem cloak is down-right awesome (very high item level). Don't overlook it, especially since cloaks are hard to come by.
2. The Chest piece is awesome, I have it and totally love it.
3. I went with the leather spellpower belt over the cloth one. It's greatly itemized for moonkin too, which serves you well for 2 sets (if you dual spec moonkin).
Personally, I don't think that the tier set bonuses are very great. It's nice to have WG heal a little bit more, and it may or may not be helpful to have a free Rejuv jumping around (plus I like predicting things... I'm likely to end up re-casting rejuv when it jumps), but overall, I think the higher level of stats from the non-tier pieces beats them out. It's a significant item jump.
Consider if you think the set bonuses are something that you think will be very useful or not, and make a decision off of that.

If T10 would take a long time right now, it would still take a long time after you get the other pieces. T10 bonuses are VERY powerful, and these are particularly strong as they benefit our 2 strongest abilities quite a bit.

If he's under 850 haste, he wants haste and not crit. Even with 4T9, haste > crit. You should know that crit isn't a very good resto stat if you are agreeing with me that the Frost capes are not very good, because they both are crit capes.
If he's only able to get 19 emblems per week (14 from daily random, 5 from weekly raid), he's looking at taking 16 weeks to get 4PT10 (starting from 0 emblems). If he gets the other pieces first, he's looking at 25 weeks.
Even if he's getting 251 gear instead of 264 gear, the set bonuses make it worth it once he gets them. So spending 60 on the belt may be better than spending 60 on the gloves, but spending 60 on the gloves + 60 on the shoulders will give him better results than spending 60 on the belt + 95 on the chest.

Right, but it's that much longer before he gets 4PT10. During weeks 0-8 he may see more benefit by going for your advice. During weeks 8-16 he will likely see a fairly even amount if he decides to get 4PT9 instead of spending emblems on gems (and better results under my method if he does spend emblems on other things). During weeks 16-24 he will see better results under my advice. After that he's got all 6. That is why I would go for T10 first, it will pay off later.

I'm thinking
Shoulders of Frost-Tipped Thorns
are the offpiece of choice as resto. Despite that major lapse in judgment getting your other tier pieces will be probably the most beneficial use of frosts till you've got the 4 piece bonus.
Would put the head and chest at the top of your priorities and run voa in hopes of getting the gloves and legs for free.
