Strength of arms adds expertise skill which is listed on your character page along with the expertise skill you get from expertise rating on your gear. So strength of arms doesn't change the number you need to see on your character page, it just makes it easier to actually get there.
However, if you have weapon mastery then the amount of expertise you need to have displayed on your character page is lowered.
The cap, expressed in ratings and all, can be found in the stickies (there's a whole thread just for caps).

Expertise Cap
The base expertise cap before talents/racials is 213.135 rating
Strength of Arms is worth 16.395 / 32.79 rating
Weapon Mastery is worth 32.79 / 65.58 rating
Human Sword/Mace spec is worth 24.5925 rating
Dwarf Mace and Orc Axe specs are worth 40.9875 rating
Take the base rating and subtract any of the above values that apply then round up to the nearest whole number.

Racial bonuses lower this "minimum" even more. Hashmel listed the various racial ratings above. For example, if you are an Orc with Axes, you can lower your minimum expertise to 13 with 2/2 Weapon Mastery. That's pretty sweet.
Racials display on the character sheet.

To all you people arguing about weapon mastery and, read the OP's post. He's asking about Strength of Arms NOT Weapon Mastery.
And for arguement's sake racial weapon specializations ALSO reflect on your character sheet as they grant Expertise, NOT Expertise Rating.
The ONLY talent/ability that will not reflect on your character sheet is Weapon Mastery.
I was primarily replying on how strength of arms works in this regard, I just felt it might be enlightening and perhaps helpful to also mention how weapon mastery works.
What is your rationale for criticizing others for providing and discussing correct and at least partially relevant information? It seems even less relevant to the OP's question.
