Mage vs. Pally in Arena?

Quick back story. I'm doing some 2's with a guild member of mine who's running as Restro Druid. I'm a Frost Mage, and we've been doing okay for first time arena goers. Here's my armory:

Without sounding like a pretentious !@#$%^bag, I'd say I'm the better geared, and likely better skilled of the two of us. He makes silly mistakes like CCing the wrong target after he calls out another, or healing me when he's meaning to heal himself. Aside from all of this, as I stated before, I think we're doing okay for our experience thus far.
We have had an issue before in our practice skirmishes, and we just recently had it again in a rated match. Holy Pallies. We simply cannot nuke them down. We can kill their partner, and manage to damage the Pally, but we can't finish them down despite our best efforts.
I've blown all my CD's and maintained LoS best as I could, but they just pillar hump the entire time. The lowest I get them to is about 5k, and they just bubble. By the time my CD's are up, so are their bubbles. I just can't do it. We've spent about half an hour in the matches before just saying !@#$ it and leaving.

That's the armory link of our latest problem. My druid has tried shifting to cat/bear form to get a few stuns in to help me out, and I don't know if we're just not coordinating well enough or what, but it doesn't work. I've suggested switching to Boomkin form, but for some reason or another (I forget what it was at the moment), it just didn't happen.
If you have any suggestions please help us out.
P.S. The Holy spec is the issue we're having.

spell steal is ur friend here. steal divine plea, wings, freedom, etc
save ur imp CS until he is at that 5k mark, try to interrupt his last flash of light, the 8sec lockout prevents bubble= win

I used spell steal all day long, he just keeps recasting any buffs he can to keep me from stealing the important ones and it tends to work. I just can't get him into LoS long enough to execute any sort of burst on him. :\

There are many different ways to force a paladin to play into your hands.
Once his partner is dead, your druid should be taking that opportunity to get as many restealths as possible, and opening with a pounce>into a full rack of bleeds. All you have to do is run the opposite direction around the pillar the paladin is, and throw rank1 frostbolts to help cover the cleansing of infected wounds, and full ranked frostbolts when he's snared/stunned. Spellsteal if you have plenty of mana.
That's the patient method. Another way is to just harass him with ice lance spam until both of your cooldowns are up, and then kill him in a pounce>shatter DF when he doesn't have bubble up.

It'd be different if he went offensive AT ALL. The issue is that he's in pure defensive mode simply to annoy us into quitting, or running out the 45 minute timer so we both lose 16 points. Does that seem fair?
Next time this happens I'll try to get it on fraps simply for documentation purposes. I can down a Resto Druid single handedly but I can't kill a friggen' Paladin. It's a bit ridiculous.
I know I need secondary support from my Druid, but it's hard to explain a brand new concept in the middle of a match to somebody who appears to be pretty set in what they already do.

Yeah, this is the problem with 2's, and why they've admitted it isn't balanced, and withhold the very top gear from being unlocked by in 2's.
