Exactly what Katalliaan said. Because they made recipes that use faction-specific items, they opted to make a full set of faction-specific recipes - even when the recipes used the same reagents for both sides.
As for the Thistle Tea, it used to be BOE, now it's BOP and they can both, technically, still exist.
