If you're a disc tank healer, the 2 piece is pretty handy. The more often the buff is applied, the higher the ticks stack. Also, the more your Flash Heals are critting, the higher the ticks will roll. On average, I see it tick somewhere between 700-1800, but if you really push it you can get it to tick in the 3000's at least.
The buff, called
Blessed Healing, needs to be on the target for 3 seconds before the first tick is seen, which is about enough time you need to cast a PW:S, Penance, and finish the cast on your next Flash Heal.
In terms of effectiveness, I'll look at this week's Festergut kill
(WoL):
Uptime: 2:55 (63%)
Average (effective) tick: 414
% of total healing: 1.6%
Overhealing: 69.1%
Note: This is on my character with ~4000 spellpower and ~45% crit.
At first glance, it doesn't seem incredible. However, when you take into account that you are not wasting a GCD on casting Renew, it's a small amount of throughput for zero mana cost. The uptime of the buff is actually quite decent, considering that for 1/3rd of the fight I'm spamming PW:S on the raid. Think of it as a small safety net, allowing you to take your attention off the tank for a couple of seconds while it rolls.
Where this buff really kicks ass is in conjunction with
Althor's Abacus. This trinket can proc off a HoT tick, including the one provided by the T10 2-piece bonus. This is even more "free" throughput without you having to waste a precious GCD.
Now, the stats you're getting from the T10 Holy sets aren't quite as optimal for Disc as some of the Shadow set pieces. You're sacrificing a chunk of throughput and gaining spirit. I usually turn up my nose at Spirit, but considering most of my other pieces are SP/crit/haste, I don't mind giving up just 2 slots for a little bit of Spirit for the sake of being able to last a little while longer.
