Yes, it does give more threat in a shorter amount of time. If the mobs are not being brought down fairly quickly, then SoCorr/SoV will beat it in threat. The cleave it will give does help for instant threat and does more threat in a shorter amount of time than what SoCorr/SoV does in the shorter fights.

I see a lot of tankadins using SoCom, but I perfer Seal of Corruption / Vengeance and its procs off Hammer of the Righteous. 33% wep dmg + a stacking DoT is some pretty nice threat.

Shield Of Righteousness says: "Slam the target with your shield, causing Holy damage based on your block value plus an additional 390."
Where are you quoting "causes a high amount of threat" from? It produces a good amount of holy damage which translates into high threat when RF is on. It doesn't seem to directly cause threat any more than an equal amount of damage would.

As I reread the posts it seems you are talking about "Hammer of the Righteous". "Shield of Righteousness" hits one target.

With Seal of Command active, your Shield of the Righteous will proc SoComm, dealing the cleave damage to 2 nearby targets equal to a seal proc. None of the SotR damage is transferred in the cleave, and your white swing will cleave for exactly the same damage and threat on the secondary targets as the SotR cleave.
HoR does NOT proc SoComm, but it DOES proc SoV/SoCorr. However, if you do not have 5 stacks already on the secondary targets, they will only gain a stack of the DoT plus HoR damage. HoR does not even proc SoComm on single targets, however. Funny that Judgement is a ranged attack that works like a melee special, yet HoR is a melee attack that functions as a ranged attack. And every seal interacts differently with all of these attacks.
Scenario: 3 mobs, unpulled. AoE starting ASAP, so initial threat is important. Both seals will run in with HS active, and will use a Cons between 6's so 969 is not broken.
Seal of Command tank:
HS before pull
0s: SotR (4-8k shield, primary and secondaries cleaved for ~600-1k)
1.5s: Cons
3s: HoR (~4-6k on primary and secondary targets)
2 white swings, for ~2k white on the primary and ~1.5k-2k on all 3 targets.
Seal of Vengeance/Corruption tank:
HS before pull
0s: HotR (4-6k on primary and secondary targets, +dot)
1.5s: Cons
3s: SotR (4-8k damage)
2 white swings, stacking the DoT on primary or secondary targets. DoT ticks on secondaries once each for ~200-400 damage.
As we can see, in the first 3 seconds, Seal of Command is coming a clear 3k+ ahead on secondary targets. As long as the fight is over within ~25-30 seconds, SoComm will outdamage SoV/Corr every day on multi-mob fights. Pally tanks pulling 6k+ DPS in heroics on trash is common now. However, we know heroics mean very little and if you need to rely on SoComm for threat in Heroics, you have more problems than seal choice. In raids, such as ICC trash (first room esp, with Damned pulls), your DoT will stack on all targets with some smart tabbing and will outdamage SoComm easily. Every hit from HoR will proc the ~1.5-2k seal hit from SoV/Corr which is already bigger than a Comm cleave, plus the DoT, and it will hit ALL targets instead of just three. This takes a LOT of setup though, so its only raid-applicable. I use command in my gimmick OS for heroics and PvP, but I don't need it. Its just fun to top DPS as the tank, and not need any heals :)
TLDR: Command smashes heroics. But you shouldn't need it anyway. SoV/Corr is going to beat it if the fight goes on, and pulls farther ahead if you can stack it on more than 3 targets. But for initial threat, Command is almost twice as strong against 3 targets.
