Does IFF give Hit and the Crit to whoever hits the target it is on? or just the Hit?

Crit cap (soft) is 60% including all talents and buffs.
Like Les says, the crit softcap ensures 100% crit rate on Starfire while under lunar eclipse.
40% comes from eclipse itself.
3% comes from Improved Insect Swarm
3% comes from Improved Faerie Fire
5% comes from Moonkin Aura
If we assume full raid buffs we can get another
3% from Totem of Wrath/Heart of the Crusdar
5% from Improved Scorch
For a total of 59% from talents/buffs. This means you want 41% from crit rating and intellect. Which is a bit tricky to figure out.
If we assume the average boomkin has 1100 intellect unbuffed, and add 60 from arcane brilliance and then factor in Moonkin Form (10%) and Kings (10%), that's about 10.25% crit from intellect (including the class based constant). Leaving about 30.75% to get from Crit Rating on gear or, at 45.91 crit rating per crit percet, 1412 crit rating. This number will go up if you have less Intellect and down if you have more.
(Though that seems kind of high. I might be missing something...)

Ej has a handy formula for this:
1575.5 - Int/3, where Int is your Armory value
This assumes all raid buffs except Focus Magic.

I'm curious, is IFF a seperate buff from FF, or did they not fix that?
Since bears are now using FFF in their threat rotations, it seems they would be overwriting the boomkin IFF all the time, so the talent would be totally wasted if there's a bear tank.

They don't overwrite each other, but I'm fairly certain that the Armor Reductions don't stack.

They do not stack. the damage is delt but the bear does not apply the buff itself as the boomkin version is "stronger"

Also note that you'll want to subtract the crit rating provided by your idol from this number as well.

I don't know if it has any bearing on this, but raiding as a feral kitty i consistently see two faerie fire debuffs up on the boss

Spell power food and flask/elixirs are much more beneficial than the crit counterparts (as Lespaul hinted by not suggesting it to be done), regardless if you're under the cap or not. Being capped for the sake of being capped is not a good idea.
