You, sir, are naive if you believe that in each and every country of the world, English is being taught in primary school.
No, just the serious economic and political players. Even more if we include countries that teach English as a second language at secondary level.
You cannot take the English school system and see that we do not teach foreign languages (Welsh schools excepted) and assume noone else does. English is the language of business, we don't need to learn it as well as our native tongue.
They also teach English to a far greater standard than we teach foreign languages.

Naturally every country, and every school, is different.
My cousin is from Germany, bilingual, and yet had daily English lessons at school.
Some of the international students at my university speak better English than I do. Others, from the same country, do not.
Conversely, IKEA instruction manuals exist.
There is no universal standard education, and although the person who made the primary school comment was being a *!@#, he had something of a point (particularly as the OP's name indicates they are Italian).

How do you know what standard they teach second/foreign languages in foreign countries?
Before I decided on my intended career path, English as Second Language teaching was on the list.
What I meant was a dig at our system, as opposed to anything else. We have, at best, 3 compulsory years of a foreign language, if you get lucky on the school you attend.
If you want to speak enough of the language to survive forore than a few days, then you need to go to degree level. My GCSE in German (fortunately I'm more competant in French, but was not able to take the GCSE through my school) has given me less coherency in German than the OPs post has in English. I got an A*.
For the English part of my cousins IB, she studied books I studied for GCSE English, in as much depth. For the UK equivalent of the IB, they study... No literature.
