As far as I know there is no way of properly determining range in WoW.
You probably know the range box in DBM, right? They have to "cheat" to make that one. What they do is check if other raid members can be targeted by a dummy spell with a given range and deduce the distance from that. That's why only fixed ranges are possible and not all work all the time.
Since they have to go through so much trouble only to find out who is standing close to yourself I think it is a fair assumption that it is extremely difficult or even impossible to check the range of others from your client alone.
What of course should be possible is to use addon communication: If the potential CH target in your raid is running a range checker like the one that comes with DBM he can simply report the number of raid members in CH range of him to you. However this would require your whole raid to use an addon, not only you. Additionally I'd imagine depending on the update frequency of the range information this addon might cause quite some traffic, possibly resulting in lag.
Disclaimer: I'm not an expert in addons and I've never written one so I really am just guessing here ;)
I'd also change the way it works a bit: Instead of displaying a number I'd use Grid boxes. Just imagine everyone in your raid using such an addon so you properly get all the numbers. Do you think you can judge who best to target for a CH when there are 25 numbers in your raid frames? I certainly can't. It's a bit like Druid HoTs: Getting the remaining duration as a timer in Grid sounded like a good idea at first but when I tried it in raids and suddenly had 15 timers floating around my raid frames I realized that it's just messy and not helping at all. Using colored boxes is clean and, at least for me, in the end much more effective.
A Grid corner box which is empty in case there are 2 or more raid members in CH range and red otherwise should work just fine. Makes CHing much easier, no need to read 25 numbers: Just don't CH people with a red box, go crazy with CH on everyone else.
I'd be very happy if someone is able to write a Grid addon like that (assuming the range check is possible somehow, e.g. over the addon communication thingy).
@niet: The default UI is crap. Seriously, get Grid or HealBot or VuhDo and take some time to get used to your favorite one. You won't regret it.

Vuhdo has a "cluser" view that will show you who is going to receive your chain heal. I use this for my PoH and CoH
I checked that and VuhDo indeed seems to have exactly the functionality the OP wants. Does anyone know how exactly they implement it and where VuhDo gets the range information from?
And is there something similar for Grid?

Ill have a look at vuhdo. I do see a range option but this might just be if that target is in your range (grid has this aswell). Or did you find a specific option?
I don't have VuhDo installed myself but I watched
this
video and was referring to the cluster scanner functionality shown at 6:10 onwards.
I'm still very curious how exactly they do it. The DBM way of using a dummy spell shouldn't work.

After looking through his code, determining distances between units seems to be done through the GetPlayerMapPosition() API, though he also has a lot of wizardry in there regarding heuristic maps, so it seems rather involved. Or, at least, more involved than my limited knowledge of LUA can decipher.
