A few notes:
1) You're way over hit cap. Even without the hit debuff (from IFF or Misery), you only need to bring 13%, and you're at 15.71%. Try to dump some of the hit.
2) You've mis-specced a bit. You're missing Call of Flame and Elemental Weapons, which are both straight-up DPS gains. Assuming this is a PvE build, go for something more like this:

3) You have some good pieces of gear, but some low level/poorly itemized ones too. So really, even with improving your spec, you're probably not going to be hitting 6k DPS. Try to upgrade some of those items (totem, wrists, ring, boots) and you should see a nice gain.
4) You've mis-gemmed somewhat. You want to be using epic gems, first (lose those blues!), and you want to stick with +23 SP, +12 SP/+10 Haste, +12 SP/+5 MP5 (or +15 Stam) for your gems. Only use purples in blue sockets to pick up good socket bonuses and to enable your meta (for instance, in your chest piece and helm). Use +23 SP in red sockets, and +12 SP/+10 Haste in yellow sockets with a decent bonus attached. Int is not a stat you should gem for.
5) Some of your enchants are off, too. You should have +30 SP on your wrists, Hyperspeed Accelerators on your gloves, and +10 stats on your chest.

Knowing the rotation and playing it correctly are 2 different things.
You aren't doing it right because I pull more than you in full resto gear.

throw in some earth/frost shocks in between when. example..my rotation (resto is my main so work with me here) FS, LvB LB..soon as the shock CD is up frost/earth shock, LB until LvB is off cooldown and refresh Flame shock when needed
thats me im sure its wrong but it works out well for my gear and i usually range from 3k-5.5k in Full T9...every other piece of gear i have is resto except a 2nd ring and boots...so for having that..i think its pretty dang good
This is a DPS loss. Your GCD is much better spent on LB or CL. Even if you are on the move (and at that point you should use an insta), it's better to refresh your Flame Shock. A properly specc'd Ele Shaman's FS hits as hard as his or her ES/FrS would hit, and only triggers a 4s CD.

Rotation, spec and gear are important and you should of course make sure all those are good but how and when you press your buttons is far more significant for your damage than all of those things. The video explains it really well.

Really? Frost Shock? That one I've avoided, because of its high threat-generation.
As a Warlock, I have a spell called Searing Flame, which also generates incredible threat. I only use that when I've got something ugly, making a beeline for my Healer.
Admittedly, I've not done much DPS as a Shaman yet, since I've been speccing Resto and healing my way through the LFG Dungeon Finder. (I've already gained six levels, from 15-21, in a couple of days)

also check out what I've mentioned in the forum topics about the ele glyphs and standing as if you were a melee dps and using dps totems not ToW (using ToW only to get the buff from the glyph)
