Frost by far due to the ability to root and slow the mobs. There is an excellent level by level talent writeup in the mage forums at Blizzard's WoW site:

It is a repost from someone else but that is where I found it. Like I said, it does a great job of listing level by level which talents to take, why and how to use it to your best advantage.

Frost is generally the spec labeled as the leveling spec. I leveled as fire and had a lot of fun but thats what it basicly boils down too. What ever spec you have fun with and fits your fighting style.

Glentoran, I really don't think telling a level 10 how to level with a spell that requires level 60 is going to help him. What you do as Fire once you hit level 60, Frost does once it hits level 20.
Frost is the way to go.

As someone that recently leveled with out any heirloom gear, I think frost is the best way to go. Fire can be done too, but frost is a little more survivable. If you have heirloom gear, you may be able to solo AoE successfully with frost at an early level. The talents and the order in which you pick them up can make a big difference in difficulty.
