My DPS is around 3600-4k on average i think i should be doin more

Some changes I'd make:
Change the gem in your belt to be 20 STR.
In your opening rotation, do DS before the HS HS. It procs your sigil for extra STR earlier, and it gives you your death runes earlier to come off cooldown.
You're over the hit cap by a couple of %.
I lean towards the Agility enchant on cloaks. Anyone else here have a strong opinion?
I also lean towards the boot enchants that give movement speed.
None of those are going to be big DPS changing issues, those are just something to put out there.
I'd say if I could change 1 thing that will affect your dps significantly: your meta gem. Relentless Earthsiege or Chaotic Skyflare is what you want (Chaotic will require 2 blue gems)
What content are you getting 3600-4000? Bosses are different based on fight mechanics, so maybe you should say "I get X on a dummy, I get Y against Loken, I get Z on Emalon"
I mention those because Dummies are 1 value. You're self-buffed, and don't have raid buffs. Loken, you'll have some buffs and it's a fight where you don't move (Patchwerk works for this too), and Emalon you're moving a lot (or pick another high movement fight).

Use Relentless Earthsiege Diamond with a Nightmare Tear, and gem all Bold Scarlet Rubies.
Hit cap is 263. Don't ever go over hit cap. Unless of course, it's a huge upgrade.
Get more Armor Penetration. With your Needle-Encrusted Scorpion's proc, at 50% ArP(Blood Gorged gives you 10% so you only need 40%) your trinket will also add another 50% ArP, therefore hard-capping you, leading to badass DPS.
get an addon like TellMeWhen to tell you when your T9 2pc is up, when your sigil is proc'd, and when your weapon enchant procs so that you can blow DRW then.
DRW takes a snapshot of your buffs and does not gain them after being summoned. So also wait for stuff like BL if you can and blow your pots before summoning DRW.
If you can get a good bunch of buffs when you summon DRW, I don't think it would be impossible for you to do like 5k DPS for a few seconds.
I also strongly suggest picking up a Nobles Deck.
Edit: and Gen is right, it helps us Diagnose your problem(s) if you tell us what kind of content you're doing low DPS on :P
