This is an interesting idea, but I don't think it would work with the way wow currently does quests. So, your example put into lore might be:
Quest Text:
Our commander, Joe Dohn, has been captured by the enemy over at Camp Yneme. We need you to facilitate his escape.
Objectives:
Questgi Ver has tasked you with ensuring that Joe Dohn can escape. You have the current options available:
Kill the Captain of Camp Yneme, causing a panic and allowing Dohn to slip away amidst the confusion.
Slay 10 Camp Yneme soldiers to clear a path for Dohn.
Sneak into the jail at Camp Yneme, and escort Dohn to safety.
Acquire a Flagon of Jail Moonshine and bring it to Jailer Reliaj, in exchange for Dohn's freedom.
The problem is that wow now likes to give you multiple quests to do in the same location, so instead you'd be doing all 4 at the same time. This allows you to spend more time in each area, and for them to reuse the area when they send you back.
Also, currently at level 80 4 quests are worth ~90k XP. If they were to drop it to one option for 22k XP, that would make it more painful to level, or if they gave you 90k XP you would level faster than Blizzard wants you to. I just don't see Blizzard doing this.

well, i think what the OP is getting at, is that since blizz has figured out how to do amazing things with zoning and instancing whole areas of the open map, you get the quest and choose the option youd like best. all the options would have the same outcome.
then, think sons of hodir, eventually, after completing the lengthy quest chain, you are in a neutral zone with other players. the atmosphere is the same as everyone else, but anyone trying to complete the quest will be instanced out of your surroundings.
im getting to convoluted. but i like it, and i think this is in essence what blizz has in mind for what they have mentioned about how theyve improved questing as a whole across azeroth.

Like I said though, the OP wants the choice of A, B, or C. Blizzard would rather have you do all 3 - A, B, and C. So instead of one quest with 3 possible outcomes, they give you 3 quests which are required to achieve an outcome (they often do this where you'll have 2 quests, neither of which chains to the next quest but where you need to do both to unlock the next 2).

How about intrested of having a quest giver tell us to go and do this and that, go kill this many mobs, go pick up this item.. we intread tell them to go get it, we're take the reward and they get the silver for tracking all that way on foot.

In the past Blizzard had already done quest chains with multiple possibilities. Check these two out:

You can only decide to do one, and once you have helped the NPC escape, you cannot come back and finish the other quest. The concept is not new, but for some reason Blizzard doesn't want to add more quests of that type. I bet it's pure laziness.

i'd have to chalk that up to design. blizzard usually talks about an idea like the one stated. If they feel the time spent trying to design a system like that would be too costly and difficult they'd probably scrap it until they find a way that would make it worth the time.
it's a good idea don't get me wrong and from a realistic standpoint if they implemented something like that i'd only see them doing it for a few quests instead of for every quest. but it would break up the monotony and even give you an option to do something you'd rather do then something you don't. which we all know 90% of the quests usually involve you doing something you've done a million times already. atleast we don't have the get this 1 item that has a .00001% chance to drop from this mob that has a 30min respawn timer and only 2 of them spawn at a time =D
