Now this could be extremely outdated, but I always thought it was a 4% base chance to miss with spells on a target of equal level, further modified by talents/passives/abilities.

I currently have about 5.3% hit, and the only time I miss is when racial passives interact, or an ability is used. Looking to get to 6% without gemming for it.
so for a caster how much spell pen do you need after the 6% hit is reached?
I don't know what the minimum recommended is, but I have 124 and I seem to do well. I've heard 130 is the ideal goal. You'll probably end up gemming for it unless you have some ridiculous gear that I'm not aware of.

MotW, when improved by the talent, actually gives 75 resistance, and all resistance from totems/MotW/auras/whatever do not stack. 75 is considered the soft cap,
while 130 is the hard cap where nothing will be resisted.
In a 1v1 situation this may be true, but if you've got a Mage with Magic Absorption, and a Druid puts Nature's Gift (I think that's the name of what I'm thinking), plus Mage Armor, you'll actually have more than 130 resistance. In my arena setup I have 195 resistance to all.
4% from base, 2% from racials (almost every race has one), 6% is the hard cap on hit.
However, for certain classes (shadow priests? I don't think any alliance races have shadow resist) 4% is the hit cap due to not having any resists. Also, I believe no races have resistance to arcane spells.
People recommend a minimum of 4% spell hit to PvP, but after some experience in arenas, I would say push for the 6%. Don't gem for it or anything, but it's definitely nice to never miss.
Retribution have a 4% increased chance to be missed for spells.
As a side note, and slightly off topic, I love dual Retribution Paladin teams. My partner and I just /lol while we wait for the bubble to come so we can finish them off after it fades.

Spell hit is way more important than spell penetration.
Get to 5% hit, gem if u have to. (melee and casters)
Going for 6% to overcome the racial is a bit overboard I think, you start losing elsewhere.
Spell penetration should be an after thought, or something to do with annoying blue sockets imo.
The caster Wrathful offhand has like 79 spell pen. give or take I believe, that's worth considering if you hit 1800, especially since it only costs 300 or 350 arena points.
I'm obviously not a professional player or anything, but I'm going to have to say I disagree with just about every point in this post.
Firstly, spell hit is the most important stat until you hit the cap, sure, but the way you state it makes it seem as if spell penetration is close to useless, and that couldn't be farther from the truth.
Have you ever had a spell completely resisted? As far as the enemy's reception of it goes, it's just as bad as a miss. Without the proper amount of spell penetration that
will
happen often enough to drive you mad. A resisted Polymorph or Frostbolt during a shatter combo is basically unforgivable.
Also, I don't think you should EVER gem for hit in PvP. There's no reason at all you should have to. Gear has more than enough hit on it to avoid this.
Also, I haven't been aiming for hit on my gear at all, but I just happen to have 5.38% right now. If I bothered on my next piece, I could easily hit 6% without gemming. I only miss occasionally, but being capped would be fantastic.
I recommend gemming for spell penetration to at LEAST 75. I have 124, which is as close as I could get to 130 without going over.
Once/If you can get the offhand with the spell pen on it, I would say do so, and re-gem your gear as necessary. But what do I know, maybe I can get some backup on this? Or even somebody agreeing with the post I quoted?

Getting that much hit would severely cripple you in every single other instance. Gearing for a single race/class/spec combination seems unwise. Although missing always sucks.
