Not sure why with my spec and gear i am putting up the numbers i am but i come here to get some help.
I have a mm Hunter i play that does 6-7k on average in ICC, so i know how to play the game and know the fights.
Right now my Moonkin is averaging 3600 to 4.3k damage. I want to just play my Moonkin but I cant take that much damage away from our ICC group to do it.
I use squawk and awe my normal rotation is FF, MM, IS, and then the normal Wrath till Eclipse and Starfire till Eclipse. I refresh MM and IS after a cycle ends, or if i am running.
Any help or suggestion how i can raise my Damage would be appreciated.

You are way over hit cap, try to keep it around 280ish. The soft haste cap is 404, try not to gem for haste, as it is easy to reach with gear. Swap out the Elemental Focus stone for Sundial of the Exiled, and the Talisman for Abyssal Rune. They are both very easy to come by until you can get Mauridin's Spyglass and Dislodged Foreign Object.
When you pick up the ICC rep ring, swap out Band of the Invoker.
Take two points out of Nature's Focus and put it into Furor. Take two points out of Gale Winds and put them into improved Faerie Fire (Gale Winds is good for trash, but +2% crit from IFF is better all around).
I would recommend unglyphing Typhoon, as the pushback is helpful on fights like Saurfang, Dreamwalker and Lich King. And the pushback won't effect other bosses. (Just try to avoid it on trash)
A few general rules: try to aim for the least hit possible, gem for sp/crit if you need to fill out a yellow socket, treants at start of fight or durning heroism etc... It is VERY easy to get overcapped for hit these days.

My rotation usually goes: Treants, FF, MF, W til eclipse, SF (with 1-0 sec left on eclipse Starfall),
For movement, I do: IS, Starfall, MF, Treants, Typhoon. In that priority order (MF should be up at all times, refresh even during eclipse if it falls off.)

Template : fill iFF up again, taking points from Gale Winds most probably. While it's true that you are far over the hit cap, you also are far below the crit cap so you do want to keep the crit from iFF.
Depending on your use of Typhoon, keep it there or put it in OkF.
stats : you are ~200 points over the hit cap : from 17%, you have 4% from talents and 3% from iFF already, so you only need 10% hit rating. Your haste is fine (a little over the soft cap) but you really need to get some more crit. You have a slightly high spirit, but that should go down with better gear.
trinkets : both you have are bad, the Sundial is already better than both. As a second trinket you could try to get abyssal rune (haste orientated but procs faster than Sundial so slightly better) or the one from ICC5 (the on use is mostly useless but it's still some high static sp). From raids, you can try to get the Sartharion one, Eye of the Broodmother, Reign of the Dead or any of the ICC ones.
badge gear : go for 4T10 before getting anything else, especially since you only have 232 T9 (but only replace the T9 pieces when you get 2T10 or 4T10). Cloack and belt are the next items to get depending on what you managed to obtain in raids.
gems : 12sp/10 crit for yellow (if the socket bonus is 5sp or higher), and 2 12sp/10spi in blues for the meta, 23 sp for all the rest.
That being said, you should be able to do a lot more than 4k with your stats so there's also something to improve in the gameplay side. Chaining spells like mad is the main point, timing dot refreshes to coincide with movement the second one (you can't cast nukes anyway while moving so it's a dps gain to wait a bit before refreshing in order to do it while moving).
Optimising movement and good usage of CDs (treants and Starfall) come afterwards but are still important.
Is the 4k dps you are doing on patchwerk fights or specific ICC ones ?

Yeah, I'm waiting for 3.3 for my next audit on stats. The sp/crit gems were to get me sitting on the soft crit cap (which is schweeeet). Waiting until I can get a Bonespike/Spindle to switch out AngelmakerPro™. Icewalker was also to just get the soft crit cap. Once I pick up the 264 idol I'll swap it out.

On vaca so using someone else's internet, had written a post earlier and someone called which booted me so here goes another try.
As has now been stated, your trinkets are fairly poor, Sundial of the Exalted and Abyssal Rune will serve you well.
Move 2/3 Nature's Focus to 5/5 Furor, Furor gives int which translates into more mana, more mana regen, more crit, and more SP.
Move 2/2 Gale Winds to 3/3 IFF, the raid is most likely assuming you're providing 3% hit not 1% and are gearing in response to that so that 2% you're missing means the entire raid has a 2% chance to miss with spells and 2% additional crit for yourself is a nice boost.
If you really want Gale Winds you can move 1/3 OF to it and if Typhoon is just not getting any use be it lack of effort or lack of necessity then pull that point as well to top off GW again.
If you do keep Typhoon don't glyph out of the knockback, that's the primary reason for speccing into it in the first place other than it being an "on the move" aoe.
Never gem a pure stat unless it's spell power.
Red = SP
Blue = SP/Spirit
Yellow = SP/Crit, SP/Haste, or SP/hit based on needs
You only
need
to match two blues for the meta and can ignore as many other socket bonuses as you please but generally 7+ SP bonuses are worthwhile so long as they only require 1 non-red to match.
The chest could use Powerful Stats and the boots could alternatively have Icewalker but the difference from the extra crit and extra time to cast from the 15% run speed is so minor it doesn't matter enough either way.

I wanted to thank you all for the advice. I have made some changes and did a little regemming. Picked up the 2 trinked recomended untill i can get better and lucky with drops.
Went to the test dummy in Org and did a test before the changes and after. Before changes i was at 3600 ish damage. Using FF, MF, IS, Wrath till eclipse and Sf till eclipse, refreshing as things dropped on on a cool down
After changes, i was able to average 4500 to 4800 damage. Self buffed only.
Things vary but i feel i have moved into the right direction.
