They nerfed ArP a bit by increasing the amount of Armor pen needed to ignore 1% of armor but it's a global nerf of the stat. What you see on your character gear panel is the amount of ArP you'll have in arenas.
There's 3 "caps" for PvP: soft cap, mid cap, hard cap.
Soft cap requires a ArP proc trinket like Grim toll, Need Scorpion or Mjolnir Runestone. Each of them gives around 45% arp on proc ( check the database for exact numbers ). Your goal is to around ( but not beyond ) 100% arp in battle stance when your trinket procs. It was the standard for season 6 and 7 but with season 8, a lot of warriors changes to Mid or Hard cap.
Mid cap means you aim for a decent amount of Arp ( between 60% and 75% ) in battle stance. It requires a bit of PvE gear ( like Deathbringer will and Castle's breaker breasplate ) but you'll have excellent sustained damage and you won't need a trinket proc when you want to burst somebody.
Hard cap means you want to get 100% arp in battle stance ( or very close ). It requires Mace Spec, oustanding PvE gear ( it'll be impossible to get without 25 ICC gear ) and, most likely, BS and JC as professions to maximise ArP. You'll also have less resillience than most warriors wich means the only 3s comp you'll be able to play is dispell cleave. But for 2s, it's great ( on the other hand, if you maximise your gear so much, you most likely, wanna compete in a "real" bracket ).
