1. There is no such thing as pvp rotation.
2. HS is tiny additional flat damage bonus to your autoswing at the tremendous cost of rage. Arms pvp, nono. Prot pvp - maybe, because of Incite. No glancing blows in pvp so no hidden bonuses.
In other words - there is no point unless you really really want to have some other factor to diminish your awereness.

There is no real rotation, and using heroic strikes is only a small damage upgrade at the cost of rage.
So learning when its safe to use will take some experience.
If you are at 60+ rage and aren't going to use an ability that requires a lot of rage (for example Mortal Strike or Execute) within the next 2-3 seconds then you could use heroic strike for extra damage.
Else you run the risk of rage starving yourself and as a result so will your damage output.

Kinda new to warriors and I was just wondering if heroic strike would be a part of an arms warrior's rotation in pvp? thanks
if you have to ask this question, then the answer is no (especially since you said you were new to arms). it's not enough of a dps increase to worry about now - you have enough going on.
it is something you can work into your play when you are very comfortable with arms, but not before. i am finally getting a feel for it, but it takes some time.
