GCD = Global cool down. It's not a good thing, nor a bad thing - it's just the way the game works. If you click one of your spells, notice how all your spells become unavailable for a few moments (1.5 seconds, to be exact)? That's the GCD.
Most spells trigger that 1.5 second cooldown on your other spells. A few are exempt completely from GCD (meaning they neither trigger, nor are delayed, by GCD), while a few are exempt from triggering GCD but can't be themselves used while you're in cooldown.
Blizzard added this in so that you can't trigger all your spells at once, and also to avoid creating super macros that would essentially allow you to "play" the game without actually being at the keyboard, in control.
As Noatalba notes, GCD is shorter for certain classes and talent specs (let me tell you, it feels weird going from an Unholy DK doing DPS to tanking as Blood DK - wouldn't think that half a second makes much of a difference, but it really
does
). GCD can also be reduced to a certain point with the Haste combat stat.
