The shield and the neck aren't too hard to get and are easy upgrades. 30 int (or 36.3 after multipliers) is going to be maybe a tiny bit less effective, and a lot cheaper than 63 spellpower. An easy upgrade for your helm would be the 75 EoT mail one, and an easy weapon upgrade would be Seethe.
You have more haste, crit, and spellpower than me and I found Festergut pretty easy. Definitely don't waste a ton of money on craftables with the gear you have now.
250 mana is 2.6 mp5 on an eight minute fight (just dividing it out over that time), and another 2.5 mp5 from 100% uptime on Replenishment. It's also an extra 12.5 mana per DP tick and an extra 10 mana per SoW proc. It'll probably be a slightly worse enchant on fights where you literally don't have time to regenerate mana, but slightly better on fights where you do. (Comparing it to 10 mp5). +10 stats is 181.5 mana after the intellect conversion, 2 spellpower, and a pretty miniscule amount of crit. Now that I've done the math I'll probably change my chest enchant to something besides that.
Pure ice is ~68 mp5 if used on CD. Flipping through the comments the ToC trinket seems slightly better. That and Talisman will be plenty good. I'm too lazy to farm ToC so I'm using Binding Light and Talisman and I'm still doing okay.

The shield from PoS is bad itemization, but it's a direct upgrade from yours. So, sure, it's worth it, but raid drops are most definitely better. Your under the soft-haste cap (676 rating), so you're shooting yourself in the foot going for more crit/mp5.
The neck is definitely an upgrade for you, and should last you a little bit. Best itemization, along with it being fairly easy to get.
The mail head from triumph badges is the best i245 you can get, so don't waste a trophy on your head. Use a trophy on upgrading your 232 gloves. Also, the ICC mail crafted boots are better than the plate ones.
I would probably use Sliver of Pure Ice over the one from normal ToC. The MP5 gains are really close, and Sliver also has SP on it (yours is pretty low).
Enchants: MP5 on your head and shoulders. 250 mana to chest. 30 intellect to weapon.
Note: Also, you crated the plate chest instead of the mail one. If you have the gold, the mail one is much better.

Also, what about the Trophy of the Crusade? Should I get T9.25 Head and start getting Frosts for T10 Gloves, or should I get T9.25 Gloves, iLvl 245 offset Head and start getting Frosts for T10 Shoulders?
10 to all stats is best, and 250 is slightly worse. 10 mp5 is worst of the three.
Avoid the frost badge gloves/pants from badges since their itemization is bad and 4 piece isn't that great. Also you could get those "free" from VoA.

I fail to see how 181.5 mana is better than 250. The stam isn't necessary, and the crit gain is ~0.07%. 0.07 crit is roughly 0.66 MP5 on most fights (using 25 HLPM, 10 FoLPM, 2 HSPM). There's a 68.5 mana difference between the two, which means that there would need to be ~104 "MP5 ticks", which means the fight would have to be 8.65 minutes long for 10 stats to pull ahead in mana
not including Replenishment, Mana Tide, Rapture, or Revitilize gains

With the 68.5 mana difference, you gain 0.685 MP5 from
Replenishment alone
, which means that 10 stats will
never
pull ahead of 250 mana in terms of mana regen.

I see you have a misunderstanding on how the soft-cap haste works, but
here's a post
that should explain it pretty well. You have to have 676 haste with all the necessary raid buffs (Wrath of Air and Moonkin/Ret Pally buff) to reach the soft-haste cap. Just for an example, I'm at 809 haste and I'm not even soft-haste capped in my 10-man because we don't have the proper buffs.
Note: The reason we go for soft-haste cap at a minimum is because it reduces our FoL to 1 second, and HL to 1.33 seconds in a proper raid setting. During Bloodlust, our HL falls to exactly 1 second.
I feel your pain on the mail gear - my guild does the same thing, hence my own lack of proper itemization.
