Adding a new key, which gave you a second account, should come with 14-30 days of playtime depending on if it's a trial key or a full version key, which is why that's showing up as active if you just added it. If that was just an original game key then that new account will only be able to access the content contained in the original game (which means your toons on that account won't be able to level past 60, go to Northrend or Ourland and you won't be able to make a Blood Elf, Draenei, or Death Knight on that new account).
If the other account that has WotLK activated on it is frozen, you'll have to do whatever corrective actions Blizzard is requiring of you to remove the lock before it's playable again. The reason for it being frozen is usually pretty clear if you log into account management. If you don't understand the reason for the lock, your only course of action will be to call or email Blizzard, which on Tuesdays isn't the best time to do this as their support line is always overly busy on maintenance days.
