POH raid-wide could have meant simply not limitted to the party, but actually healing 5 targets that need it. Or it could mean it hits 25 people but is also nerfed to 1/4 per person (or something like that) so it's not that OP with either change, it is just a change to be UP.
Your first issue is half right. Shamans care about haste first and foremost, but Paladins go for intellect. Int is sort of like MP/5 (they both give mana, Int just gives a lot more to a pally), and then once gear levels got high they could spam Holy Light.
Your second issue is spot on. You have a renew rotation and a serendipity rotation. Both are good for AoE (compared to GH spam, for example), but neither is really that good. If Renew = Rejuv, then priests can edge druids out by having a HoT rotation with a lot more burst potential if needed. If Serendipity = CH spam, then you have an AoE healer that has no-CD HoTs to blanket while moving. However, with neither being comparable to the class that specializes in that role, on most fights you have to choose the lesser of two evils - weak druid copy, or weak shaman copy?
The change you mention for grace seems a lot like what happened with Healing Way from the shaman. It used to be after casting HW on a target, they get a stack of Healing Way, which stacks up to 3 times for 18% extra healing per stack. Then it got changed to 1 stack for 18%. Then they changed it to just a 25% static buff to HW and no proc on the target.

To me, the issue boils down to two issues
The first issue is that paly/shaman don't gear for mp5 which allows them to exclusively focus on int/haste/crit which will be corrected in Cata.
The second issue is that we have too many ways to heal. Buff a couple and then there becomes a OP issue (PVP is the reason we have issues in PVE, I believe). In the end, if I am disc, I sb able to effective tank heal a 25man tank. If i am holy, I should be able to maintain high through put for a long time.
Example - COH (smart heal)-> I actually consider this a very weak spell - it's why we are good under 8k. Be done with it. Make POH the centerpiece AOE- similar to Chain heal and of course make it a smart heal. That would be a good start. This change alone would probably put us on par with other raid healers - tho the mana cost is MUCH higher than a Shaman's that it would cost too much to be spamable.
Disc - Grace - be done with it. Unless I focus myself on one tank in 25man, I lose the stack. The +heal should just be combined. This would be a good start. FH needs a little more umph and GH needs a faster cast time - maybe 1/2 sec to 1 sec faster - not sure. I might also cancel out borrowed time - idk.
See where the balance is at after that.

All your thoughts etc (the fact that you don't care about Lightwell and SoR is..well, strange) are still based on wotLK health pools. Even if a paladin could focus on just crit haste etc, they wouldn't be able to top a player off with just one HL. It will take healers working as a team to be able to top a raid off. Even topping a raid to 100% might not be plausible considing the model blizzard have adopted.
All of our healing tools, for once, will be aboon once the health pools rise. We really will be able to use every tool in our toolbox in oder to compete the task at hand. CoH will probably be getting a large buff in scaling since it is fair weak, however CoH is the last thing I'm thinking about.
Raid wide PoH means lowest 5 members in a raid within a range. that's all. If it hits for 7.5k, thats fine. 7.5k is nothing compared to the health pools DPS will have come cataclysm. hell, 75k health, PoH only just healed 10%. Hence where chakra comes in and the team work involved in bring a raid back to full.
agree with grace. it really is just lame as the moment. Discipline needs a big overhaul in regard to synergy within the tree. more emphasis around penance and reducing that WS debuff me thinks.
Lightwell, potentially, can be amazing, if they give it right. I think the only thing they can really do with the spell is A) make it like ToC version, B) make it a targetable new paladin spell (something hands?).
Druids don't have ToL anymore. it is a form they can use limitedly (is that a word?) therefore, i think SoR could be ours?

FYI, the top 2 H LK kills were done with holy priests, both guilds had them 2nd on ehps.
