it may have been a pug, but either he was geared for the run and did minimal dps, or he wasn't geared for it and the raid leader over looked that and took him anyways. If he was in the group, and wasn't a complete idiot (pretty easy not to be on Toravon) then he should get the loot.
Now, you said ret pally, and forgive me for class-typing, but it's a fairly basic rotation, so I'm gonna believe he wasn't geared for it, and got in anyways because the raid leader is an idiot.
So yes, you and the raid leader are $%^&s. You didn't have the ballz to call him on it in front of the raid, and decided to do it sneakily. Could have said it in front of everyone, or the RL /w'ing the guy and saying why he didn't get the loot, and honestly it would have been better.

I did something very similar OP, it was back when Emalon was just added in. I needed the T8 gloves to get 4 piece for those sexy multi instant Pyros, and I wanted them something fierce. They dropped, I was at the top of the damage meters by a long shot and the only other mage rolled a 73 while I rolled a 20.
I totally saw that coming and I just said in raid chat, "Man, this always happens to me, T8 going to the mage that can't break 2k DPS. Justice."
HUUUGE fight in raid chat. I didn't say another word after that one line, but eventually there was a raid check and everyone voted to give the gloves to me.
I realized that was a really #$%^ move a couple months later so I carried him to 1800 for free in 2s. We're buds now.

If there was no rule mentioned at the beginning of the raid that stated, "Do Xk DPS or you don't get loot," then both you and the raid leader are in the wrong.
As for the amount of DPS, you've left out some key information: What did the guy's gear look like? If the guy was at a low gear score - maybe a fresh 80 - and the raid leader brought him along anyway, then the raid leader is doubly a jerk for intentionally bringing in an under-geared character, and then refusing to give him loot when his DPS was low.

You mean like the lottery? Or like the rotter who gets a job over a qualified individual, because they can pay the rotter less to do the same amount of work? Or perhaps the senator who gets over a million dollars a year in kickbacks for sitting in the nation's capital and being a waste of oxygen? Maybe the mother who pops out a couple of extra kids to up her welfare check?

I do 2k DPS as a tank. There's no reason a player attempting a T10 / ICC level boss is incapable of breaking 2k DPS other than the fact that they don't care to contribute to the run and just want to be carried for free loot. I don't give loot to people who don't contribute. The fact of the matter is that no one should be invited to a raid if they are not geared for the content level. DPS at T10 level should be able to pull 5k minimum DPS, maybe less if they're switching to adds but still close. If this guy pulling 2k DPS was

geared for a T10 level fight, then maybe his 2k DPS was justified. However, that was not stated by the OP.
Were this a ToC or ICC run, I would just kick someone and replace rather than denying loot. But this is VoA. A one or two boss run. No point in kicking cuz most people just leave after Toravon anyway.
Just lead a VoA 25. 5.5k GS Resto shammy did 5% healing done and was last on Activity meter. It was obvious to me and the Master Looter (If I lead I'm not ML, I always give it to someone else to make it fair) that he did not contribute to the run. The ML dropped the Sanc Resto pants into the bags of the only other Shammy in raid (who was Ele MS Resto OS). Sorry, but you're not getting something for doing nothing in my raids. We also asked him if he was having connection issues before we distributed loot, and he replied "no".

OP: You're an ass. There's just nothing more to it, sorry. So is the RL. You roll FIRST, and go "oh f*** my luck", and then make a very narrow minded whisper to the RL.
Well pve mostly suck anyway, but good lord, if you roll you roll, no matter how badly he performs. If I were you I'd make up for it by instead passing on something epic when you roll top next time...

He contributed towards the fight either way you see it. So the paladin is entitled to the roll which he won outright. Had you won the roll the situation would of been different. Quit being so selfish.

I agree wholeheartedly with this, and judging from the OP, I don't think such a rule was stated; merely (harshly) enforced. When I organise VoA runs (highly rarely, usually a guildy or associate makes one and whispers me, asking if I want to join); when I'm LFM, I make it perfectly clear what the requirements for entry and eligibility for loot are, so people can choose to decline if my rules don't suit their needs, and they can look for (or start) a group more tailored to their wishes.

OP was just butthurt he didnt win the roll and went crying to the RL is all this looks like, yeah the other DPS might have had crappy #s but they still let him in the raid and roll, so it comes down to you just being bitter you lost the roll.

You guys do realize this is a game. Right? So what. He did 2K. So did everyone else at some point. If he isn't up to speed advise him on how to fix it and let him get the gear to make it happen. Complaining that someone isn't playing correctly isn't going to help. If he is just not trying kick him. Done. No need to argue over whether or not to give loot. If he is contributing he gets a shot. If not he gets kicked.

Some clarifications.
His GS was either 3.9 or 4.3. I don't remember for sure. I only noticed him when he was doing 1K DPS on trash. My first thought was, "Oh, he's going to win the roll if anything drops, it's just how it is." Rememeber, this is 25man. You have the benefit of all the buffs and synergy of all the classes to boost your DPS.
I anticipated losing, so I thought the only way to "rig" it was to point out his low DPS to the RL. I didn't whine or moan or plead. I simply pointed it out, then linked him recount. RL did the rest.
I never said what I did was "right". It's why it's called a confession.
Also, Karma sucks. This happened maybe a month ago or so ago. Ever since then, we killed the LK and there has been a total of 0 (zero) main spec drops in about 5-6 heroic clears. So...maybe I got my just dues?
