And mages/locks don't use int/spirit cloth? Int yes... spirit, not as much; especially as in Cata locks and mages will not get any buff from the spirit stat.
Aren't they getting a mastery that increases their hit based on their Spirit?
You're thinking of Ele Shaman and Balance druids who will be sharing gear with their Resto counterparts.

Aye, right now, with spirit you gain enhanced spellpower on a Warlock(that's why the Life Tap glyph use to be godly), but in Cata, it's changed, and that buff is gone. I don't know about the hit thing(haven't seen that personally so I could be completely wrong here), if it is true then yes, I guess spirit will still be good for a lock.

I sincerely doubt it will be a 1:1 ratio. I took that idea as being -- you're a holy priest loaded with spirit, but you want to do Shadow for dailies or just for a change. With this talent, you'll have
some
hit rating, so that you're not too gimped.
Even if it's not 1:1, it's still better than nothing; it would make Spirit on a cloth drop somewhat useful for Mages/Warlocks if that's the case.
Definitely, I get where you're coming from -- but my line of thinking is that the talent is less to make Spirit useful for Cloth DPS, but more to make healing gear not useless for a healer's offspec.
Imagine if a Mage takes the talent -- every 25% of spirit goes to Hit Rating, as an example -- and that you have a piece of gear with 150 spirit. Basically, you're taking just under 40 Hit Rating instead of an equivalent piece of gear that might have ~150 Crit or 150 haste. Doesn't sound like a wise choice to me.
As an aside, I seem to recall this talent -- Spirit to Hit Rating -- being specifically mentioned for Priests, Druids, and Shaman -- classes with a healing spec, and a spell-DPS spec.

It's changing in Cata. There, problem solved. Also, there is mail with int on it below 40, so should they get rid of that as well?
They might as well.
I just did an item search for under-40 mail armor with INT on it and got 25 items:
5 were heirlooms.
10 were PvP (5 pairs of identical twins, 1 for each faction)
and of the remaining 10, 5 were added for BC.
And, outside of the PvP gear and lvl60 dungeon/raid sets, old world 40-60 plate is no better.
Basically, you better pray for some random "of the Eagle" plate to drop...
(captcha: "mammaries seem"...hmmmm....)
They are planning on fixing that issue too in Cata.
