Eh, that seems kind of weak, since a user's name, guild, and server aren't the user's "personal information," since that is more or less public information in-game.

By "naming"...what do you mean? Do you believe actions shouldn't have consequences and individuals' reputations shouldn't be damaged by their misdeeds?
This coming from someone who's been banned on the official forums repeatedly...

I think that's about right.
The Wowhead part of that kind of sounds like a 'I know we missed something we explicitly laid out here so we'll put this in to cover for it.' Which is kind of what's happening here.
I don't think it would be too much to ask to have that in the forum rules? Not everyone is liable to read the ToU very, very carefully every time it gets updated.

In game yes, but spamming them on threads, telling people 'OMG this guy is the suckzor, no one run with him!' is just sad and pathetic; really, you don't have more things that you could be doing with your time then insulting some poor guy who doesn't give you a second thought after leaving the raid?
Not aimed at you Pwntiff, but the user who does things like that is in his/her own little world so it's not like she/he will notice this.

Strange...the forum CoC isn't linked in the Wowhead Forum rules thing (it's supposed to be as I last recalled, considering the mods/admins here generally enforce rules that match that of the WoW Official Forum CoC).

I think that's about right.
(Yes usernames actually do count as "personal information" before you get smart-ass on it)
If usernames were personal information, according to the Wowhead rules it would mean that your post would get deleted and you'd get banned (since that's what happens if you do something against the Blizz ToU). And obviously he didn't get banned.
And since posting user's personal information ingame/on websites etc. is against the rules it would mean you couldn't say someones username ingame.
Even though the "name and shame" thing could be really bad for someone, it's still not in the Wowhead/Blizzard rules.

The point is to say 'I knew this one *insert class here* and man, he failed' then say why. You don't need to name them, their guild, their realm and all the rest as that adds nothing to the thread.

No, the point of this thread is to post the time you thought someone was taking WoW too seriously. Nowhere does it say "Alright everyone, lets post the usernames of everyone who was taking WoW too seriously so we can laugh at them and harass them!"
Nowhere does the author say to post their usernames and publicly defame them.
There are similar threads to this (like "Worst reason to get kicked out of a instance/raid group?") and everyone who's posted on those threads hasn't named people. You're pretty much the only person who's actually named someone. Which really doesn't surprise me.

Not WoW, but StarCraft:
A couple of friends and I were doing 3v3s. For gits and shiggles we all went Zerg, and ended up against Terran, Terran, Protoss. One of my friends went straight to Mutas for harass and the other went Banelings to melt through their buildings for my Hydras. One of the two Terran players nearly took out my base with some Banshees, but in the middle of the attack, my friend's Banelings melted through his wall and obliterated both his production and collection. He then proceeding to crudely question our sexual orientation and ragequits.
It was worth a few laughs to us.
